Project Overview

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. We are partnering with the North America Building Trades Unions and suppliers to create several thousand new jobs and work with local education organizations to implement new training programs that will support the future talent pipeline. Bechtel Manufacturing & Technology, Inc. offers engineering, procurement, and construction services for customers in the semiconductor manufacturing, electric vehicle, and data center markets. Headquartered in Reston, Virginia, the M&T global business unit also includes colleagues working in Arizona, Ohio, Texas, India, and additional project locations around the world.

Job Summary

Bechtel is seeking a Quality Engineer for the Manufacturing and Technology team, based in Columbus, Ohio. The Quality Engineer supports the effective implementation of the Build it Clean Program and Cleanroom Certification for the project. This position reports to the Deputy Quality Manager. This position’s primary role is supporting the implementation of the Build it Clean Program and Cleanroom Certification processes and systems leading to a successful certification of the clean room. Independently developing and performing complex professional assignments related to quality systems requiring the application of specialized and/or advanced quality engineering principles and technical analysis. Participates in full life-cycle work processes to assure effective hand-offs between organizations and optimal project performance. Performs audits and surveillances to identify and mitigate risks as input for the Cleanroom Monitoring plan. The Quality Engineer will be working closely and managing the Subcontractor firm performing Protocol Management services. The position will be a key interface between Construction teams & Protocol Management to ensure project activities are adhering to Clean Build requirements and best practices.

Major Responsibilities

  • Responsible for quality activities within and related to the Clean Zone Area and Protocols.

  • Support the Protocol Management subcontractor supervision and day-to-day coordination, in conjunction the Deputy Quality Manager and Contract Administrator.

  • Participates with broader Project Quality Organization, Cleanroom Working Groups and Subcontractor for Protocol Management

  • Implement the Project Clean Build Program, incorporates existing attributes of Build it Clean Program leading to Cleanroom Certification.

  • Develops processes and procedures related to Clean Build Program, both on-site and off-site aspects of Clean buildout.

  • Provides training and technical direction to Quality and project personnel specific to Cleanroom.

  • Develops Clean Build related communication and messaging content for site wide usage.

  • Ensures site’s adoption and adherence of Clean Zone Protocol requirements and best practices

  • Identifies potential failure points and error precursors in requirements, work processes and process input/outputs.

  • Maps work processes and systems to support process and design failure modes and effects analysis.

  • Aggregates information and data on design and work-process interfaces to assess process performance.

  • Gathers and analyzes quality data to assess work process performance.

  • Provides support for contact with client representatives, suppliers and field personnel, as delegated.

  • Assists in developing and implementing quality system tools and procedures to support work processes.

  • Participates in independent assessments to enable the mitigation of technical and project management risks.

  • Develops and assists in implementing sampling and test/inspection plans.

  • Leads in tracking the effectiveness of Cleanroom specific corrective actions and process improvement activities.

  • Maintains quality management system elements and tools.

  • Applies basic to intermediate causal analysis tools and leads apparent cause evaluations to assist in the resolution issues.

  • Participates and monitors the implementation of the project quality program/plan such as People Based Quality (PBQ), Lessons Learned, Close Loop Corrective Actions and Continuous Improvement

  • Leads with broader Project Quality Organization, Cleanroom Working Groups and Subcontractor for Protocol Management

  • Develop and continues improve the Project Clean Build Program, incorporates existing attributes of Build it Clean Program leading to Cleanroom Certification

  • Leads the Protocol Management subcontractor supervision and day-to-day coordination, in conjunction with Contract Administrator.

  • Applies knowledge of quality engineering methodologies for input to design reviews, analyses, quality program plans, and other documentation

  • Experienced in the application of complex causal analysis tools, facilitates and leads causal analysis teams to assist in the resolution of issues.

Qualifications and Skills

Basic Qualifications

Level 1

  • Knowledge of various cleanroom ISO classifications and related requirements

  • Requires bachelor’s degree (or international equivalent) and 8-10 years of relative experience. 12-14 years in lieu of degree

  • Basic technical knowledge in the application of engineering, procurement, construction sufficient to comprehend requirements.

  • Database and Microsoft Office suite (Word, Excel, PowerPoint, and Outlook) proficiency.

  • Understanding of the quality rigor required for projects and familiarity with project procedures.

  • Demonstrated technical editing ability.

  • Excellent written and verbal communications skills.

  • Ability to effectively partner with functional organizations.

  • Ability to perform duties with minimal supervision.

  • Ability to manage a fast pace of work, prioritize tasks, adapt to changing situations, and meet short deadlines.

Level 2

  • Expertise of various cleanroom ISO classifications and related requirements

  • Requires bachelor’s degree (or international equivalent) and 10-13 years of relative experience. 14-17 years in lieu of degree

  • Advance technical knowledge in the application of engineering, procurement, construction sufficient to comprehend requirements.

  • Database and Microsoft Office suite (Word, Excel, PowerPoint, and Outlook) proficiency.

  • Understanding of the quality rigor required for projects and familiarity with project procedures.

  • Demonstrated technical editing ability.

  • Excellent written and verbal communications skills.

  • Ability to effectively partner with functional organizations.

  • Ability to perform duties with minimal supervision.

  • Ability to manage a fast pace of work, prioritize tasks, adapt to changing situations, and meet short deadlines.

Preferred Qualifications

  • Prior experience in design, test and operations of manufacturing clean rooms.

  • Demonstrated skills in planning, organization and schedule compliance.

  • A high level of personal motivation, high standards, and the ability to work within changing situations to meet short deadlines.

  • Knowledge of regulatory requirements and functions that impact the QA program.

  • ASQ certification.
