Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

Job Summary:

As the Project ES&H (Environmental, Safety and Health) Representative, you will be responsible for providing ES&H advice and facilitating, promoting, and coordinating activities related to ensuring the health and safety of all project employees is maintained. The successful candidate will champion ES&H on the project and continuously contribute to a positive safety culture leading by example, coaching personnel, and providing timely advice and support as required for the project workforce.

The role is based on the Port Arthur Liquefaction Project site (7 miles south of Port Arthur, Texas), and works a 48-hour extended work week. The successful candidate will be willing and able to work a reasonable amount of overtime and if required night shift, as needed to support safe project execution.

The ES&H Advisor is a field-based role, providing support to management, supervision, craft professionals and subcontractors. This position has a work scope that includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.). #LI-BH1

Major Responsibilities:

  • Assists execution of the safety component of an ESH Program inclusive of technical and administrative aspects.

  • Helps prepare and implement Safety and Health Management Plans, associated plans and procedures, and training program.

  • Provides input to Engineering, Construction, Procurement, Subcontracts, Commissioning, and other groups to assure that safety and health requirements are integrated within project planning and execution.

  • Interprets safety and health requirements and provides comprehensive assistance on plan preparation, risk assessment, and ESH program execution.

  • Researches moderately complex issues and regulatory requirements and prepares documentation and reports.

  • Provides support and guidance for safety studies, risk assessments, and program reviews and audits.

  • Participates in emergency response and incident investigation and resolution.

  • Interfaces and communicates with stakeholders and helps resolve their concerns.

  • Participates in meetings with customers, team members, subcontractors, and other stakeholders.

  • Conducts ESH inspections and monitoring to identify hazards and risks, evaluate controls and corrective actions, and assess compliance with contract, regulatory, project, and Bechtel requirements.

Education and Experience Requirements:

  • Requires a Bachelor’s degree (or international equivalent) related to occupational safety or health and 5-8 years of relevant experience or 9-12 years of relevant work experience

  • Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment and education.

  • Must be able to obtain a site security badge for access to the worksite.

Required Knowledge and Skills:

  • Knowledge in the field of Environmental Science, Safety and Health Management, or related discipline.

  • Knowledge of ES&H procedures, principles, and methodologies.

  • Knowledge of national environmental and safety laws/regulations and regulatory agencies’ processes and responsibilities, industry standards/practices for compliance, and best management practices for minimizing potential ES&H risks during project execution.

  • Knowledge of engineering and construction systems, methods, and work processes.

  • Knowledge of construction planning, estimating, procedures, subcontracting, and execution.

  • Proficient in oral and written communication.

  • Knowledge of BESH standard computer applications (e.g., IRIS, Velocity EHS, Power BI).

  • Knowledge of hazardous materials, physical risks and the mechanisms to mitigate them.
