Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global

Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects.

As the #1 LNG EPC contractor by installed capacity, Bechtel has the capability to successfully deliver a broad range of LNG projects through our integrated EPC self-perform model, strategic partnerships, and proven experience in LNG project delivery. Job Summary:

As the OSBL Planning Lead, the position will perform schedule development, maintenance, and monitoring activities. Supports project organizational and administrative activities when delegated. Supervises planning/scheduling activities when delegated. Ensures work is completed as scheduled. Identifies schedule-associated cost trends for management attention. #LI-CS1

Major Responsibilities:

  • Prepares schedule data for proposals or contract negotiations

  • Establishes and maintains the schedule for a specific discipline area or specialty

  • Performs schedule development duties to include establishing the work breakdown structure (WBS), determining the work activity duration, establishing the proper workflow logic ties, and developing the required job expenditure

  • Performs schedule monitoring, including identifying critical activities and updating functions for specific applications, disciplines, or specialties

  • Develops critical path schedule reports and schedule performance metrics

  • Determines critical-path activities for assigned discipline or specialty work activities supporting interdisciplinary requirements

  • Identifies and reports activities that have a critical or potential impact on the schedule

  • Monitors and validates subcontractor schedules

  • Evaluates subcontractor schedules for required workarounds or potential schedule improvements

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 8-10 years of relevant experience or 12-14 years of relevant work experience

Required Knowledge and Skills:

  • Prepares project control plans and detailed staffing utilization plans for discipline or specialty activities.

  • Assists in preparing schedule data for proposals or contract negotiations.

  • Participates in developing and presenting training classes on designated subjects and on-the-job training for specific processes and practices.

  • Performs personnel performance reviews when delegated. Interviews candidates and makes recommendations for employment decisions.

  • Ascertains that the correct scope of work is reflected on all schedules.

  • Integrates interdiscipline schedule requirements and constraints to establish logical work sequences for assigned disciplines or specialties. Works with the performing organizations and units to coordinate work sequences with the total project plan.

  • Establishes and implements methods for determining activity durations within assigned disciplines or specialties.

  • Develops quantity release or installation curves for assigned disciplines or specialties. Reviews and evaluates quantity records to ensure total quantities are represented for a particular discipline or specialty. Develops required job hour expenditure for assigned disciplines or specialties. Assists in determining leveling decisions. Performs quantity, manpower, and cost resource loading for assigned schedules. Performs invoice preparation for payments based on cost loaded schedules as required. Performs performance monitoring and control functions.

  • Reviews schedule data, and identifies and acquires the information needed to complete work logics to interface between assigned disciplines or specialties. Assists in developing specific project codes of accounts and work breakdown structures, and recommends appropriate modifications and revisions.

  • Determines critical-path activities for assigned discipline or specialties, and identifies significant activities supporting interdiscipline requirements. Identifies critical path for discipline or specialty work activities.

  • Develops and monitors short term (2-4 week) engineering and/or construction schedules.

  • Monitors schedule deviation for assigned disciplines or specialties including subcontractor submittals, and recommends corrective action/workaround solutions for project considerations.

  • Develops and writes the schedule commentary that appears in the monthly progress and similar reports.

  • Identifies and reports activities that have a critical or potential impact on the schedule, and prepares and presents the Schedule Impact Report (CIAR).
