Job Description
BAE Systems, a globally recognized leader in intelligence and security, is actively seeking a qualified Consortium Operations Manager to join the NATO SEASPARROW Project Office (NSPO). The ideal candidate will be a proactive and decisive professional, with a strong preference for a background in the United States Navy (USN) and extensive knowledge in USN or International acquisition and weapon systems management. The individual will be pivotal in providing strategic and operational support to the Deputy Program Manager International for ESSM Block 1, ESSM Block 2, NSSMS systems and their components.
Key Responsibilities:
Serve as the principal advisor to the Deputy Program Manager International (N-00B), offering expert guidance on NSPO's strategic direction, objectives, and operations. Analyze complex matters and provide coordinated responses and solutions for high-level acquisition management decisions. Facilitate effective communications within the Consortium regarding NSPO operations, ensuring alignment and execution of NSPO initiatives.
Manage and oversee Consortium program management and planning support activities. This encompasses conducting research, developing briefings, maintaining an action item database, and ensuring cohesive integration of program efforts. Support NSPO Leadership in achieving the organization's short-term and long-term goals, operations, and strategic planning.
Ensure Consortium projects and reports are in strict compliance with NSPO policies and regulations, and proactively identify and resolve operational challenges, offering solutions to NSPO leadership.
Deliver high-level briefings and presentations to Consortium partners, ensuring that all materials are appropriately cleared for release.
Lead the BAE Systems team in executive-level planning and execution of actions of concern to NSPO DPM International.
Report directly to the BAE Systems Program Manager. Oversee contractor teams, under the BAE Systems prime contract, ensuring effective operation in areas such as IT/IM, Knowledge Management, Security, Strategic Integration and Planning, Administration, and Front Office support. Work in conjunction with the BAE Systems PM and HR Business Partner on personnel matters, fostering a high-performance team culture.
Lead and coordinate the BAE Systems meeting support team to effectively conduct NSPO-hosted and sponsored meetings and program reviews, covering all aspects including administration, correspondence, logistics, security, and IT/IM functions.
Oversee IT/IM functions, ensuring seamless integration of digital tools, proper maintenance of A/V equipment, adherence to governance policies of IT systems and platforms, and timely equipment upgrades.
Direct facility management tasks, ensuring the NSPO facility's daily operations, maintenance, and security are conducted according to NSPO standards. Manage social event logistics and uphold stringent security measures for the protection and handling of classified information.
Required Education, Experience, & Skills
Bachelor s degree in a relevant field with 12 years of experience in a Navy acquisition program setting. A Master s degree may substitute 2 years of experience.
Demonstrated leadership capabilities with a proven record of managing diverse professional teams in a collaborative environment.
Deep understanding of ITAR, EAR, and other relevant U.S. and international export control regulations.
Solid understanding of international defense acquisition and experience with the intricacies of international defense procurement.
Exceptional communication skills, both verbal and written, with proficiency in engaging effectively with government entities, foreign representatives, and contractors.
Proficient in negotiation and conflict resolution, capable of managing complex scenarios and achieving stakeholder consensus.
Adaptive to changing priorities and able to maintain strategic focus under varying conditions.
Proficiency in Microsoft 365 Suite and Microsoft Project.
Must be a US citizen and possess an active Secret DoD clearance to be considered for this position.
Preferred Education, Experience, & Skills
Preferred Skills:
Project Management Certification (PMP or equivalent DoD certification) is highly preferred.
Extensive knowledge of US or International Navy/DoD weapons systems acquisition processes, including OPNAV Resource Sponsor POM and equivalent international processes.
Expertise in strategic planning, budget management, and process improvement within a defense acquisition context.
Technical acumen with familiarity in current and emerging technologies pertinent to missile defense systems.
Extensive knowledge of security protocols and experience in managing sensitive and classified information.
Experience with Navy Correspondence formats.
Familiarity with NATO SEASPARROW, NAVSEA policies, processes, and procedures is a plus.
Travel:
- This role demands considerable travel to coordinate effectively with various meeting locations both within the Continental United States (CONUS) and outside the continental US (OCONUS).
Pay Information
Full-Time Salary Range: $146670 - $249330
