BAE Systems Senior Security Specialist in Arlington, Virginia

Job Description

BAE Systems, working at the NATO SEASPARROW Project Office (NSPO), is looking to hire a Security Specialist, Senior to support the NSPO Security Office located in a Government Facility. Candidate will support the NSPO Program Manager (PM) and Security Manager in achieving and maintaining compliance with all applicable NSPO Physical Security, Industrial Security, Operations Security, and Information Security programs and systems.

  • Manage core security programs provided by the Security Division in support of the NSPO Security Manager; includes Security, Education, Training, and Awareness (SETA); Counterintelligence (CI) / Insider Threat Awareness; International Security support; Industrial Security (INDUSEC); Information Security (INFOSEC); Operational Security (OPSEC); Physical Security (PHYSEC); and Communications Security (COMSEC).

  • Assist in the development and execution of Standard Operating Procedures (SOPs) utilized by NSPO Security Division in conjunction with the NSPO Security Manager. Functional areas include Access Control, Badging, Restricted Area Open Storage Rooms, Multimedia Transfer Agents, Continuity of Operations Planning (COOP), and Emergency Response.

  • Assist in preparation and review of Security Classification Guides (SCG) for NSPO-related products to be provided to the participating governments, USN field activities, and DoD & international contractors for performance on classified efforts / contracts.

  • Provide functional oversight to the OPSEC Program, under the direction of the NSPO Security Manager that includes identification of Critical Information List (CIL), OPSEC procedures, and controls required to ensure compliance with U.S. Government and Department of Defense (DoD) regulations and requirements.

  • Participate in and manage the NSPO Emergency Response Team (ERT), to include development / review of Emergency Action Plans (EAPs); training ERT members on plans and equipment utilized; conduct NSPO emergency drills; and provide training to NSPO employees on emergency situations.

  • Ensure classified information is properly protected in accordance with all applicable INFOSEC laws, regulations, and applicable international agreements.

  • Manage the NSPO facility Access Control System (ACS) and Intrusion Detection System (IDS). Prepares access badges for employees and enters access data into the ACS based on employee requirements. Maintain the ACS to ensure data is always 100% accurate to prevent unauthorized personnel from gaining access to NSPO.

  • Be on call 24/7 to respond to after-hours IDS alarms and IDS failures. Have ability to remote into NSPO ACS and utilize NSPO internal camera layout to remotely monitor internal NSPO spaces.

  • Manage the visitor control program to include clearance verification through JPAS/DISS or FVS, ensuring visitors are properly briefed upon visit to NSPO, and badged according to clearance / status.

  • Conduct new employee in-processing security briefings and facility orientations. Includes all current security SOPs, execution of appropriate briefing documentation (e.g. SF 312) identification of Controlled / Restricted Areas, and emergency security procedures.

  • Conduct employee out-processing briefings for departing employees ensuring departing employees surrender NSPO security related items (badge / FOB) and sign appropriate debriefing paperwork.

  • Manage the building FOB program. Includes issuing FOBs to new employees, entering data into Datawatch building management system, and ensuring that the database is 100% accurate to prevent unauthorized personnel from gaining access to NSPO.

  • Manage the DISS database of all employees working for NSPO. Duties include in-processing/out-processing all U.S. NSPO employee (U.S. Federal Civilians, U.S. Military, U.S. DoD Contractors, and Limited Access Authorization (LAA) Foreign Nationals); input and manage visit request in JPAS/DISS for incoming visitors and employees visiting external facilities, granting access to classified information; run quarterly reports on personnel requiring periodic reinvestigations (PR) and ensuring personnel begin their PR within the appropriate timeline; review security incident files, as necessary, to determine continued access to classified information. (Requires JPAS Level 4 access / DISS visit permissions).

  • Process foreign travel country/theater/area clearance messages via APACS for all overseas travel and conduct country specific security briefings to foreign travelers.

  • Conduct security inspections of NSPO in coordination with the NSPO Security Manager in the following areas: PHYSEC, INFOSEC, INDUSEC, OPSEC, PERSEC, and CI/Insider Threat. Participate in COMSEC inspections when conducted by NAVSEA HQ.

  • Maintain all associated security files IAW SOPs and applicable regulations. Includes Classified National Security Information (NSI), Controlled Unclassified Information (CUI), Personal Identifiable Information (PII), and Privacy Act Information.

  • Prepare classified materials for shipment through approved transportation providers. Includes inventorying classified material, preparation of Classified Material Accountable Record, proper packaging of materials, and coordination of shipment with transportation company.

  • Receive classified materials from external sources, conduct inventory, return Classified Material Accountable Record to shipper, and deliver classified material to appropriate recipient.

  • Courier classified materials, as required, in support of NSPO meetings and / or NSPO program requirements.

  • Review and track Contract Security Classification Specifications (DD 254s) for NSPO contracts and ensure DD 254s are updated as required.

  • Coordinates shipment of NSPO equipment and materials to various locations world-wide in support of all NSPO organized meetings (e.g. NSPSC, NIISEN, NSPR, etc.) and coordinates logistics and customs requirements with shipping company. Tracks equipment to ensure timely delivery and proper accountability.

  • Provide direct, on-site support to NSPO meetings in various locations world-wide. Duties include location security reviews, conference access control, enforcement of applicable security procedures (PHYSEC, INFOSEC, OPSEC), and clearance verification of conference attendees.

  • Other duties as assigned in support of NSPO operations and projects, not specifically limited to NSPO Security Division.

Required Education, Experience, & Skills

  • Must possess a US Government Secret Clearance.

  • At least seven years of relevant job experience.

  • Experience working in DoD security to programs include: industrial security, information security, personnel security, and physical security.

  • Proficient computer skills and experience in maintaining and administration of security databases, to include Defense Information System for Security (DISS).

  • Ability to manage time, make sound decisions, work independently, analyze problems and provide focused solutions.

  • Knowledge of the government classified contract process to include providing security guidance in generating DD254 s.

  • Knowledgeable of international requirements to include: Foreign Visitor requests, export compliance, and transmission of classified information to international recipients.

  • Working knowledge of the National Industrial Security Program Operating Manual (NISPOM), Intelligence Community Directives (ICDs), and other applicable DoD Regulations.

  • Excellent communication skills; both oral and written

  • Knowledge and experience managing classified programs (US, NATO, and Foreign Government Information).

  • Excellent critical thinking, structured analysis, and decision making skills

  • Proven leadership, interpersonal communication, and problem-solving skills

  • Ability to work independently with minimal oversight and as a member of a multi-disciplined team.

Pay Information

Full-Time Salary Range: $78760 - $133870

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
