Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. Bechtel currently manages the Mobile Launcher 2 project at Kennedy Space Center, FL. This project is the design and construction of the National Aeronautics and Space Administration (NASA) Mobile Launcher 2 (ML2) for the Space Launch System (SLS).

Job Summary:

In this role, you will provide project field engineering specialization and expertise with work planning and packaging, material management, quantity verification and validation, safety and quality control, technical inspection and testing knowledge, and subcontract coordination. Your recommendations will ensure field engineering activities operate safely, are complete, and conform to quality standards and project requirements. #LI-CL1

Major Responsibilities:

Work Planning & Packaging

  • Prepares construction drawings and sketches.

  • Leads preparation of construction drawings and schedules and the design of temporary construction facilities and ensures preparation of "as built" drawings and other job plans.

  • Coordinates the mechanical interfacing between the construction automation plan and the project controls program at the job site.

  • Reviews project controls documents on mechanical progress relating to cost and schedule.

  • Directs activities of the mechanical field engineering staff.

  • Coordinates with the Superintendents and Subcontract Technical Representatives to plan construction schedules.

  • Directs the preparation of mechanical requisitions for field procured materials, material substitution, services, and equipment. Approves mechanical requisitions as assigned.

  • Plans mechanical/piping work packages following Advanced Work Package procedure.

  • Monitors, validates, and records equipment maintenance to ensure compliance with approved manufacturer’s recommendations.

  • Implements controls over mechanical related variables affecting job progress to ensure engineering and procurement provide timely delivery of drawings, materials, and equipment.

  • Ensures the project’s Environmental Control Plan is properly implemented.

  • Coordinates mechanical field engineering work with the project Startup group as required.

  • Ensures that subordinate personnel receive progressive training.

  • Prepares weekly narrative to the PFE detailing assigned construction work performed, schedule adherence, and open actions.

Material Management

  • Initiates requisitions for field purchases.

  • Prepares quantity takeoffs of field purchased material and equipment.

Quantities

  • Verifies commodities on quantity tracking systems or other computer database systems as required.

Safety / Quality Control

  • Ensures zero accident philosophy and requirements are implemented and adhered to by craft and others when in the operational area, and tools and equipment are in safe condition and operated safely.

Technical

  • Proactively considers continuous learning or shows interest to pursue appropriate learning activities.

  • Coordinates with design on constructability issues. Establishes a Design/Field Engineering working relationship and lines of communication with the Discipline Engineers including agreement on engineering deliverables.

System Turnover

  • Develops firm understanding of system and area scoping and drawings required for package development.

STR / Subcontract Coordinator

  • Reviews and approves inspection test plans.

  • Coordinates reviews of subcontractor submittals.

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

  • Candidate should have a good working knowledge of current design codes and standards such as UPC, IBC, SMACNA, ASME, and NFPA.

  • Mechanical system construction installation and inspection experience.

  • Recent Bechtel experience as a Mechanical/Piping Field Engineer or Lead Mechanical/Piping Field Engineer at a large EPC Project.

Required Knowledge and Skills:

  • Must be physically able to conduct field inspections and participate in project walk-downs which may require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, using fall protection and other personal protective equipment (PPE), walking on elevated platforms, walking on uneven surfaces, and maneuvering around very small and/or confined spaces

  • Candidates should be self-starters, highly motivated, requiring little supervision, and able to work well in a team environment.

  • Excellent verbal and written communication skills.

  • Knowledge base of environmental, safety and health compliance standards required on government projects.

  • Ability to provide clear and precise verbal and written communications with design engineers in order to assist with the project review.

  • Working knowledge of mechanical engineering principles in the design and installation of structures, systems, and components.

  • Strong ability to read, understand, and interpret structural/mechanical/electrical construction drawings.

  • Strong understanding of change management and configuration control processes.

  • Technical knowledge of a specialized engineering discipline, cost, scheduling, and contracts administration relating to the construction of heavy industrial or commercial complexes.

  • Strong understanding of module assembly, completion walk-downs, testing, punch list management, turn over packages, and routine interface with Start-Up.

  • Knowledge of requirements for Lock Out Tag Out for safety.

  • Computer literate in word processing, spreadsheet, and database applications in accordance with current Bechtel standards.

  • Working knowledge of Bechtel construction automation systems (e.g., TeamWorks, InfoWorks, WITS, etc) preferred.

  • Ability to interface with diverse construction disciplines as well as all levels of management.

  • Working knowledge of Bechtel standard programs used on Bechtel EPC projects is preferred (e.g., SmartPlant design tools, Digital Supply Chain, Synchro 4D, Navisworks, xFighters, PowerBI, BookBuilder, SetRoute, Construction Unifier, and EQMS).

  • Working knowledge of the Bechtel Standard Work Process Procedures (SWPPs) and the related Bechtel Standard Application Programs (BSAPs) utilized by construction.
