Project Overview:

Bechtel currently manages the Mobile Launcher 2 Project which is the design and construction of a launch platform for the National Aeronautics and Space Administration (NASA). The purpose of ML2, located at Kennedy Space Center (KSC), is to provide a launch platform for the Space Launch System (SLS), an advanced launch vehicle that will fill America’s need for deep space missions.

Job Summary:

Develops, integrates and implements all aspects of project-related Environmental, Safety, and Health (ES&H) (including medical and industrial hygiene), processes, plans, procedures, systems, methods and policies critical to the success of ES&H. Ensures that complex requirements are properly interpreted by evaluating and applying appropriate ES&H principles and formulating scopes of work, plans, and methodologies suitable for achieving and maintaining compliance with ES&H requirements applicable to the assigned project. Provides technical assistance and supervisory direction to other environmental, safety and/or health project personnel. Identifies resources needed to implement the ES&H programs/plans. #LI-MK1

Major Responsibilities:

  • Manages environmental services on a large-scale or complex project, or within a Global Business Unit (GBU), or globally at the corporate level inclusive of technical and administrative aspects.

  • Supervises assigned environmental personnel and provides guidance on their work activities.

  • Provides technical support and training to Management and Business Development, Engineering, Construction, Commissioning and Startup, Operations, Legal, Contracts, Procurement, and other functions regarding ESH program execution.

  • Ensures that environmental requirements are integrated within bid proposals, planning documents, design, construction and commissioning plans, schedules, and contract documents per corporate, GBU, and project environmental requirements.

  • Prepares and reviews Environmental Management Plans and associated plans, and awareness and training programs, in compliance with Bechtel standards, the ESH Management System, and contract and regulatory requirements.

  • Emphasizes and uses risk assessment, data analysis, and Bechtel’s ESH Management System to help track and achieve continual improvement.

  • Prepares technical and regulatory reports, reviews and performs environmental assessments and studies, researches issues to support ESH program execution, and evaluates data and performance trends.

  • Participates in ESH emergency preparedness planning and confirms investigation and resolution of environmental incidents.

  • Conducts and coordinates reviews, assessments, and audits to monitor compliance with contractual commitments, regulatory requirements, and Bechtel standards and procedures.

  • Identifies and oversees preparation and submittal of environmental permit applications, reviews and negotiates permit conditions with regulatory agencies, tracks permit compliance and closeout, and guides implementation of project-specific mitigation plans.

Education and Experience Requirements:

  • Requires a Bachelor’s or Master’s degree (or international equivalent) related to environmental, safety, health, or science-related discipline and 13-15 years relevant experience or 17-19 years of relevant work experience.

  • Knowledge of engineering and construction systems, methods and work processes.

  • Knowledge of construction planning, estimating, procedures, and execution.

  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment control methods, and restoration techniques.

  • Knowledge of Bechtel’s organizational structure, functions, and administrative procedures.

  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.

  • Experience in implementing ES&H training programs.

  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health or related discipline.

  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.

  • Experience in supervising all aspects of ES&H on projects or facilities.

  • Knowledge of national and international ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.

  • Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.

Required Knowledge, Skills, and Abilities:

  • Establishes operational objectives and work plans, and delegates assignments to subordinates​

  • Objectives reviewed by senior managers to ensure success of operations​

  • Participates in the development, modification, and execution of company policies that affect immediate operations and may also have company-wide effects
