Lockheed Martin Program Quality Engineering Manager in Colorado Springs, Colorado

Description: The candidate will lead the Quality function for the C4ISR Missile Defense Solutions (MDS) sub market segment. This includes the deployment and management of Quality resources to the Command and Control, Battle Management, and Communications (C2BMC) & Modeling and Simulation Contract – Framework and Tools (MASC-F) Programs.

Responsibilities include Program Quality, Production Quality, Engineering Quality, Supplier Quality, Software Quality and Inspection. The candidate will be responsible for executing and implementing all Quality and LOB strategies and objectives to achieve mission success. This includes but is not limited to ensuring flow-down and execution of all Quality Contract requirements and Quality functional support to all programs within the market segment throughout the program life cycle from proposals, through production and sustainment.

The candidate will provide leadership through identification and implementation of process improvement efforts using Lean/Six Sigma methodologies integrated with Agile concepts, as well as cross-functional collaboration, in the corresponding RMS Quality initiatives including but not limited to: Structured Problem Solving to include Root Cause Analysis, AGILE, Digital Transformation, Engineering Quality including Systems, Software and Hardware Quality Engineering, Data Analytics, and Design & Development. This role is also accountable for establishing, performing and managing annual budgets, headcount, DCI%, capital requests, Quality metrics, employee growth and development, employee performance and training requirements.

Scope:

This position is based out of the Colorado Springs facility and will be responsible for leading a Quality Engineering team consisting of 10-13 employees of Direct Labor Base located within the Colorado Springs CO and Huntsville AL sites.

Primary Customers/External Interaction: Key interface and establishment of effective relationships with all corresponding Customer Oversight Agencies (i.e. Missile Defense Agency (MDA), Defense Contract Management Agency (DCMA), Program VPs, and Directors, Managers and floor Supervisors.

Key Cross-LOB or Functional Partnerships/Touchpoints: Key interface with C6ISR LOB, Production Operations, Engineering & Technology, Supply Chain, and RMS Quality leadership.

Basic Qualifications:

Interviewing and hiring experience

Experience defining employee standard work

Root Cause Analysis Experience

Functional Quality leadership experience

Lean / Six Sigma background, prefer at least Lean/Six Sigma Green Belt Certification, Black Belt preferred

Scaled Agile Framework Enterprise “SAFe” experience

Program or Project Management Experience

AS9100 Standard and CMMI Assessment background

Financial background, prefer Earned Value Management System “EVMS” experience

Experience in writing BOEs and establishing work-load capacities and capabilities for the Quality team

Secret Government Clearance or interim required to start

Experience with Qualitative and Quantitative Metrics and understand of how to set up proactive and preventive measurement systems

Desired Skills:

CDRL Comprehension

Experience translating Statements of Work into Basis of Estimates

C2BMC, Command and Control Battle Management experience

Ability to obtain a Top Secret Clearance

DOD Contracting Experience

Strong S/W Engineering/Development Experience

Ability to influence leaders with effective presentation skills

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week

Pay Rate:

The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $118,100 - $226,400 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

This position is incentive plan eligible.
