BAE Systems is seeking a Subcontract Program Manager to support the management of major electronics subcontractors for the Adaptive Communications & Sensing product line. An industry leader with more than three decades of design, manufacture, and supply of reliable high, very high, and ultra high frequency airborne radios with unique discriminators. The individual selected for this position will be an experienced Subcontract Program Manager. This position will lead an Integrated Product Team (IPT) responsible for all major subcontracts content under the direction of the Program Manager. This opportunity is in support of a dynamic and growing business and includes significant product development content and major subcontractors that are integral to the success of the program. The ideal candidate will have experience leading major development / production subcontracts throughout the product lifecycle; from establishing material strategies to employing best practice subcontract management practices from development through successful transition to production. Major subcontractors are integral to the success of the program so the selected candidate will be a key member of the program leadership team.
In this role, you will:
Manage the execution of subcontracts for materials, equipment, supplies and services of a highly-specialized and complex nature through all phases of the program lifecycle.
Evaluate, negotiate, and manage assigned subcontracts to perform to each project`s specifications, quality, budget, schedule and earned value requirements to include the timely delivery of all deliverables required to fulfill the subcontract.
Deliver quality customer service to both internal and external customers and foster and maintain good supplier relationships, while driving a Zero Defect mindset with suppliers.
Author, manage and influence critical path releases of Statements of Works (SOWs) and plans to align with required schedules and subcontractor lead times.
Develop sourcing and subcontract program management strategic plans that address overall program capture needs and execution.
Participate in the support of new business and in the development of financial plans for the company, as it pertains to the planned outsourced portion of the project(s).
Establish milestone objectives and manage performance to committed schedules and contractual specifications.
Required Education, Experience, & Skills
Typically a Bachelor's Degree and 10 years work experience or equivalent experience
U.S. Citizenship
Bachelor s degree in Supply Chain Management, Engineering or Operations, or equivalent.
Ability to routinely travel approximately 25% of the time, with occasional needs up to 50%.
Strong interpersonal skills with a focus on relationship building, leading through influence, and the ability to effectively communicate (verbally and in writing) at all levels
Ability to develop plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources
Ability to communicate with senior management regarding subcontract performance status (cost / schedule / resources / risk) as well as performance to financial objectives
Experience communicating externally either with customers or suppliers
Technical and business acumen
Experience leading cross-functional teams Integrated Product Teams (IPTs)
Demonstrated Risk Management experience
Knowledge of acquisition policies and procedures with associated knowledge of Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations (DFAR)
Significant experience managing the development and compliance of requirements (SOWs, specifications, contractual terms, etc.)
Strong organizational skills to handle many overlapping projects simultaneously
Demonstrated negotiations experience
Demonstrated experience successfully engaging supplier executives
Preferred Education, Experience, & Skills
Experience in new business capture including proposals
Experience with scope management and cost estimating, including estimate to complete/estimate at completion (ETC/EAC) processes.
Control Account Management (CAM) experience (at minimum, CAM trained)
Master s Degree in Engineering and/or Business Administration
Pay Information
Full-Time Salary Range: $120000 - $204000
Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
