Lockheed Martin F-35 Mods & Upgrades Block 4 Program Manager - Level 4 in Fort Worth, Texas

Description: F-35 Sustainment is one of the fastest growing areas within the F-35 Program. The position is on the F-35 Mods & Upgrades On-Ramp team, responsible for leading planning and pursuit of new Block 4 Engineering Change Proposal requirements through to contract award. The selected individual will need to translate elements of the overall Fleet Configuration plan and program need dates into an executable program plan and proposal. Prioritize resources to meet near term events, reporting, developing, coordinating, maintaining the numerous and complex programmatic rules and criteria for modification implementation. Ultimately ensuring all required modification programs are awarded and effectively transitioned to the Mods & Upgrades Execution team. Requires coordination and integration across multiple teams to provide the required guidance and direction of tasking. Participates in the negotiation of proposals and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, Supplier SOWs, CSOWs, operating budgets and financial terms/conditions of contract. Participates in customer contact for program activities, program review sessions. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Prepares and presents product information to customers.

Selected candidate will be responsible to assist in resolution of high-level, technical, programmatic, business, and contracting issues that can affect the configuration of the F-35 weapon system, establish or alter a fundamental ground rule for some aspect of a production or sustainment contract, or determine the work content or execution procedure in one of the current or planned Sustainment contracts. Task assignments will arise from various sources, and the output from the projects worked by this individual will often include coordination with, and out briefs for, executive leaders. Candidate will coordinate with various functions on the team to develop integrated technical/project solutions to both tactical and strategic program issues.

Basic Qualifications:

• Program Management or Project Management on complex programs involving Department of Defense Systems

• Experience in DoD Contracting and/or Negotiating

• Experience with establishing and developing long term direct customer relationships

• Experience with Lean or Operations Management

Desired Skills:

• Demonstrated Program Management on complex programs involving Department of Defense Systems, managing >$10M

• Experience with the use of Earned Value Management Systems (EVMS) on cost plus and fixed price contracts

• Ability to coach, mentor, and train functional and programmatic team members

• Ability to quickly understand high level technical requirements.

• Experience with avionics development, production programs, and/or depot operations.

• Experience with the modification and/or CR process

• Strong organizational, planning and time management skills.

• Leadership Experience

• Articulate in both oral and written communications

• Strong presentation skills and ability to address complex matter / solutions with senior leadership

• Experience with F-35 Block 4 technical changes.

• Active Secret Clearance

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week
