Lockheed Martin F-35 Mods & Upgrades Program Manager - Level 5 in Fort Worth, Texas

Description: This position is in support of the F-35 Mods & Upgrades Program Office, which is one of the fastest growing areas within the F-35 Program. The selected individual may have responsibility for one of two openings within the On-Ramp Team, that could focus on three possible areas: 1) Annual CY Proposals, 2) Mods Block 4 Proposals, or 3) other Engineering Change Proposals and Process Improvement.

The successful candidate for the Annual CY Proposals will be responsible for Mods & Upgrades multi-year infrastructure proposals and annual Depot and Contractor Field Team proposals. Ongoing interface with execution and depot standup teams to identify changes and possible improvements for future year proposals.

The successful candidate for the Block 4 Proposals will be responsible for development of acquisition plans through award for Block 4 modification efforts. In this role, this PM is responsible for directing and managing Block 4 efforts as they mature through the acquisition process. The PM is responsible for establishment of cost, schedule, and technical performance outcomes for an estimated multi-billion dollar portfolio.

The successful candidate for Engineering Change Proposals (ECPs) and Process Improvement will manage ECPs for a range of deficiency and upgrade mods. Ability to coordinate with all stakeholders to manage quarterly awards, pursue process standardization, and continuous improvement.

All of these roles will have significant visibility and can have occasional moderate travel requirements. The PM must engage and build effective relationships with the Customers (JPO, US Service, & International), Functional Teammates (MRO&U, Supply, F&BO, Engineering, SCM, CM, and others), and other LM Program Offices to develop executable plans and deliver results. Coordinate the preparation of proposals, business plans, proposal work statements and specifications, Supplier SOWs, CSOWs, operating budgets and financial terms/conditions of contract. Establish milestones and monitor adherence to master plans and schedules, identify program problems and obtain solutions, such as allocation of resources or changing contractual specifications.

Must be a US Citizen. This position is located at a facility that requires special access.

Active Secret Clearance to start, with the ability to obtain higher level clearances as needed.

This position is located at the Beach Street facility.

Basic Qualifications:

• Experience in DoD Contracting and Negotiating

• Experience with the use of Earned Value Management Systems (EVMS) on cost plus and fixed price contracts

• Experience with establishing and developing direct customer relationships

• Experience in process development and continuous improvement.

• Active Secret clearance

Desired Skills:

• Demonstrated Program Management on complex programs involving Department of Defense Systems, managing >$50M

• Self-starter with demonstrated ability to solve complex problems, develop creative solutions, and complete complex tasks on a schedule with little oversight.

• Ability to multi-task, track progress, and drive high-priority actions to closure.

• Familiarity with fiscal funding rules and requirements, Program & project planning for aircraft modifications

• Ability to coach, mentor, and train program managers

• Experience with avionics development, production programs, and/or depot operations.

• Well-developed oral and written communications skills and presenting to the customer.

• Proficiency in MS Office applications, as well as the ability to manage the production of weekly status reports, metrics, incorporation documents, and schedules.

• Experience with the modification and/or CR process

• Leadership Experience

• Strong presentation skills and ability to address complex matter / solutions with senior leadership

Ability to Work Remotely: Part-time Remote Telework: The employee selected for this position will work part of their work schedule remotely and part of their work schedule at a designated Lockheed Martin facility. The specific weekly schedule will be discussed during the hiring process.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week
