Lockheed Martin PAC-3 Taiwan Program Manager (In-Country) - Taipei, Taiwan in Grand Prairie, Texas

Description: PAC-3 International Programs is seeking an in-country Program Manager for Taiwan to support the Asia-Pacific Senior Program Manager in performance of all aspects of the partner’s program requirements. This effort spans across all elements of the product lifecycle from capture and development through production and sustainment. Most PAC-3 cases are Foreign Military Sales (FMS); however, there may be Direct Commercial Sale (DCS) aspects.

This position will specifically focus on near-term requirements for Taiwan’s procurement of new hardware and services while also helping direct sustainment activities. Sustainment areas of focus currently include planning and execution for the next 10 years of CRI Recertification, continuing to develop the possibility of an in-country Ground Support Equipment depot, and assisting the partner with hardware logistics in country and through import/export.

Successful execution of responsibilities will require development of, and sustainment of, relationships with US Government personnel (SHIELD, SAMD, AIT, USASAC, DSCA, etc.) as well as Foreign (Government and Civilian) personnel. The successful candidate will coordinate with the International Business Development Directorate, as well as all CONUS PAC-3 program and functional directorates.

In addition to the responsibilities listed above, additional responsibilities include, but are not limited to, the following:

Primary liaison between the PAC-3 Customer, in-country SAMD and PAC-3 Program Office.

Communicate with appropriate in-country stake holders to stay aware of any hardware, operational, or sustainment issues experienced by the customer and coordinate the resolution of the issues.

As needed and relevant, assist in the identification, development, and execution of industrial participation to help achieve direct offsets/Localization requirements.

Contribute and influence joint development of requirements, SOWs, planning, and execution of PAC-3 sustainment concept/plan.

Coordinate, communicate, and provide leadership to multiple Expat team members working in-country PAC-3 program.

Support any needed in-country coordination of activities in support of the PAC-3 Field Service Representatives, Program visits, new site coordination, base access, travel routes, missile inspections, system deliveries, and logistics support for hardware needed from the customer’s supply system.

Assist FSRs to build and sustain effective customer relationships at all levels.

Develop relationships with regional PAC-3 customers, to include periodic travel, if needed.

Basic Qualifications:

Experienced leader with a minimum of 5-10 years of program management, multi-discipline project leadership, business development, or military leadership experience.

Strong business acumen, including negotiation and conflict management skills.

Effective communicator, comfortable with interacting and influencing at senior levels of company and with customer leadership.

Demonstrated Full-Spectrum leadership practices.

Ability to interface with functional teams to develop solutions to complex issues.

Strong oral and written communication skills – formal presentation skills.

Ability to effectively work with internal and external team members.

Strong relationship and interpersonal skills to include effective communication and presentation skills to a broad range of audiences, US and International, and Executive Program Leadership.

Experienced in managing and/or directly working in support of international operations, be aware of US laws and regulations (such as International Traffic in Arms Regulations (ITAR), Export Administration Regulation(s) (EAR), Foreign Corrupt Practices Act (FCPA), Export control, International Business practices, etc.).

Willingness to live and work in Taiwan with occasional possible travel throughout the Asia-Pacific region and to the US.

Desired Skills:

Business development skills.

Experience working with offset / industrial participation projects or knowledge of offset approaches from previous programs or countries.

Knowledge and experience with Government Contracting with a strong understanding of Foreign Military Sales (FMS) and/or Direct Commercial Sales (DCS)

Knowledge and experience with the Republic of China Air Force (ROCAF) or Taiwanese Air Force.

Familiarization with International Trade Compliance, Export Control, and Licensing.

Knowledge and experience of Logistics Operations to include coordination with varying LM, USG, and partner groups in governing DoD and Service supply chain and cataloging regulations, policies, and procedures

Experience working with cross-functional teams.

PAC-3 experience in production, supplier efforts, sustainment, program management, or field execution.

Integrated Air and Missile Defense (IAMD) knowledge and experience.

Analytical thinker with a demonstrated ability of solving complex problems requiring ingenuity and innovation.

Competitive intelligence and foreign industry market analysis.

Strong organizational skills.

Experience working with in the Asia-Pacific region with Far East cultural knowledge and experience.

US Government Secret Clearance (or international equivalent).
