The Role at a Glance

We’re excited to bring on an VP, Business Operations and Governance to the Office of the CIO.

The Vice President of IT Business Operations & Governance is a strategic leadership role responsible for overseeing the IT portfolio, managing budgetary planning and forecasting, implementing effective governance processes, managing vendor strategies, and driving team engagement activities. Reporting directly to the Chief Information Officer, this role ensures alignment of IT investments with organizational goals, optimizes resource utilization, and fosters a culture of transparency, accountability, and collaboration within the IT organization.

What you'll be doing

IT Portfolio Management:

  • Oversees a team responsible for analyzing, transforming, and producing highly complex data insights to evaluate IT assets, resources, and costs.

  • Leads the identification and analysis of organizational, operational, and comparative measures to optimize the cost structure and enhance efficiency in Information Technology.

  • Builds and maintains key relationships with internal and external business partners and key stakeholders.

  • Manage the IT portfolio management process including the portfolio delivery governance process.

  • Monitor portfolio performance, identify risks, and propose mitigation strategies.

Budget & Financial Oversight:

  • Manage the IT budget planning and forecasting process, ensuring accuracy, accountability, and transparency.

  • Collaborate with finance partners to monitor spend, identify efficiencies, and control costs.

  • Develop and present financial reports and analyses to senior leadership and stakeholders.

Governance:

  • Establish and maintain robust governance frameworks and processes for IT projects and investments.

  • Ensure adherence to established governance standards, compliance requirements, and audit expectations.

  • Facilitate project governance committees and provide guidance on best practices.

Vendor Management:

  • Leads and oversees vendor strategies and ensures that required services are delivered and supported to the satisfaction of the business.

  • Oversee strategic vendor strategies and performance management.

  • Ensure vendor partnerships deliver optimal value, quality, and alignment with strategic goals.

  • Regularly assess vendor effectiveness and manage escalations as necessary.

Team Engagement:

  • Develop and execute internal engagement strategies and initiatives, including town halls, staff meetings, and leadership offsites.

  • Foster a positive, inclusive, and collaborative work environment within IT.

  • Gather feedback to continuously improve employee engagement and satisfaction.

What we’re looking for

  • Bachelor’s degree in Information Technology, Business Administration, Finance, or related field; advanced degree preferred.

  • 12+ years of experience in IT leadership roles, specifically in portfolio management, governance, budgeting, and vendor management.

  • 5+ years of people leadership.

  • Demonstrated track record of successful budget management, forecasting accuracy, and cost control.

  • Strong understanding of IT governance frameworks, portfolio management methodologies, and vendor relationship management.

  • Exceptional leadership, communication, and interpersonal skills.

The pay range for this position is $157,000 - $285,600 with anticipated pay for new hires between the minimum and midpoint of the range and could vary above and below the listed range as permitted by applicable law. Pay is based on non-discriminatory factors including but not limited to work experience, education, location, licensure requirements, proficiency and qualifications required for the role. The base pay is just one component of Lincoln’s total rewards package for employees. In addition, the role may be eligible for the Annual Incentive Program, which is discretionary and based on the performance of the company, business unit and individual. Other rewards may include long-term incentives, sales incentives and Lincoln’s standard benefits package.
