Project Overview

The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.

Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors.

Position Summary

The Area Superintendent will be a supervisory or managerial position. Responsible for the organization and direction of construction and related activities within an assigned area of responsibility, which may be a single area or multiple areas. May coordinate with the client’s resident representatives on jobsite activities within the assigned area(s) of operation. General responsibilities are to ensure assigned jobsite operations are compliant with all ES&H policies and procedures, design/specifications, completion on schedule, within budget and to quality standards. The more detailed description of responsibilities listed below apply specifically to the Area(s) to which the incumbent will be assigned.

Responsibilities

  • Responsible for overall supervision of personnel in assigned area of responsibility.

  • Ensures personnel receive progressive training to enable them to assume additional responsibilities.

  • Responsible for the field workforce organization including coordinating activities with designated managers or corporate resource departments, preparing, and submitting craft personnel requisitions, and ensuring effective personnel utilization.

  • Prepares Field Material Requisitions for tools and consumables; also, monitors tool usage and ensures the craft personnel have the tools they require to be productive.

  • Ensures performance evaluations are conducted on assigned personnel and counseling programs are maintained.

  • Coordinates the preparation and implementation of area specific reports and/or forecasts including construction schedules, expenditures, craft personnel requirements, material and equipment requirements, and other general administrative functions inherent in jobsite supervisory positions.

  • Controls jobsite expenditures for labor, equipment, material and services and ensures field operations are within budget.

  • Responsible for administration of contractual activities. Participates in contracts and subcontracts negotiations.

  • Coordinates activities with other disciplines, areas, and/or client’s resident representatives as instructed by construction management.

  • Responsible for ensuring operational plans and onsite activities of the workforce (including Bechtel staff, subcontractors, suppliers, clients and their representatives, and others as may be assigned) coincide with overall established schedules.

  • Maintains relationships with the client and their representatives, as assigned.

  • Responsible for the implementation of corporate/project policies, procedures, and instructions.

  • Administers a security plan and coordinates the activities with corporate security department.

  • Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.

  • Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules, and budget.

  • Overall responsibility for worker safety on the project implementing a Zero Accidents philosophy.

  • Ensure construction site cleanliness and housekeeping requirements are met.

  • Ensure that site rigging work activities meet safety and site-specific requirements.

  • Monitor project compliance with the Environmental Control Plan.

  • Monitor jobsite work rule compliance.

  • Implements Six Sigma tools, analysis, and data driven decision-making in the execution of duties.

Qualifications and Skills

  • A recognized degree in engineering, construction management, or related field plus 10 years of related experience or 14 years of equivalent heavy industrial construction experience in-lieu of a degree.

  • Minimum of 10 years of experience in field supervision on heavy industrial direct hire construction projects commensurate with the type of work to be undertaken.

  • 3+ years of project management experience on direct hire projects, preferably in a lump-sum environment.

  • Demonstrated planning and scheduling, procurement, and contracting experience.

  • Experience on an LNG construction site especially along the U.S. Gulf Coast.

  • Experience in oil, gas, refinery, petrochemical, minerals processing or power generating station construction is preferred.

  • Computer literate in word processing, spreadsheets, and database applications.

Additional Information

Work includes field inspections and the physical ability to conduct field inspections which require the following activities: extensive walking in and around a construction site, climbing ladders, climbing scaffolding, working on elevated platforms, working on uneven surfaces, and working in small or confined spaces. Some lifting may be required. Must have the ability to walk into and out of the project (enter/egress). Must be able to use appropriate standard issued Personal Protection Equipment (PPE) required for each assigned task (i.e. harness, life vest, lift buckets, etc.).
