Project Overview:

The Cheniere Corpus Christi Liquefaction (CCL) Project is a Liquefied Natural Gas (LNG) export facility located on the north shore of Corpus Christi Bay in Gregory, Texas. The 1,000+ acre facility started bulk early works in July 2015 as the first greenfield export facility in the United States. Bechtel has successfully and safely completed construction and it now consists of three operating Trains process with an LNG production capacity of approximately 15 million tons per year (MTPA), three LNG storage tanks with combined capacity of 480,000 cubic meters of LNG, 2 Jetty superstructures that can accommodate the world’s largest vessels, and dozens of associated buildings and utilities.

Corpus Christi Liquefaction Project Stage 3 (CCL3) is a new phase at the existing CCL facility and will consist of seven midscale liquefaction trains with an LNG production capacity of approximately 10 MTPA, and associated infrastructure including utilities. CCL3 will perform all this work predominantly on a direct hire basis with support from only a few specialty and service subcontractors

Job Summary:

In this role, you will lead a team and manage daily labor relations activities on construction projects, providing advice in the resolution of labor disputes, grievances, and work stoppages. Your strategic input will enable the industrial relations team to develop and implement process improvement initiatives that facilitate positive labor relations and prevent labor problems and schedule delays. #LI-TH1

Major Responsibilities:

  • Monitors daily labor relations activities on construction projects and operating facilities and provides advice and guidance to labor relations personnel in the resolution of labor disputes, grievances, and work stoppages to prevent construction schedule delays (need to show progression)

  • Represents Bechtel in external meetings with local union officials and in pre-negotiation meetings for project and national labor agreements, and internally in business development meetings with potential clients

  • Supervises the preparation of information and data to be discussed at these meetings, including local area surveys on manual workforce availability, productivity and compensation, available local housing, labor trends and practices, and proposed project plan and/or project agreement

  • Supervises the development and implementation of process improvement initiatives with union officials and construction management and reviews policies and practices and recommends changes

  • Supervises research and collection of data input for special labor studies and produces written project and LR/IR/WFS communications

  • Proficient in the requisition tracking programs and employee data programs

  • Monitors existing LR/IR/WFS programs to ensure desired objectives and/or results are being achieved

  • Leads complex craft employee relations investigations and resolves employee disputes

  • Provide advice and counsel to management on IR policies

  • Participates in delivery of craft new hire orientation

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9 -12 years of relevant work experience

Required Knowledge, Skills, and Abilities:

  • Demonstrated experience in multiple WFS disciplines including policy development, employment compliance, employee relations and project delivery.

  • Experience managing employee relations cases, including those escalated to external bodies.

  • Extensive knowledge of regional employment legislation and compliance requirements.

  • Experience coordinating and facilitating a reduction in force activities.

  • Demonstrated experience conducting research, investigating alternatives and recommending solutions on areas affecting employee relations.

  • Previous experience working within a large matrix organization.

  • Ability to travel as required.

  • Strong delivery focus and proven ability to exercise a high degree of individual initiative and judgment.

  • Ability to work effectively under pressure, whilst managing changing priorities & deadlines with multiple stakeholders.

  • Detail-oriented, organized, flexible and able to work across multiple work fronts is essential.

  • Proven experience in conducting workplace investigations and preparing investigation reports.

  • Intermediate skill in MS office suite producing business-level reports, presentations, and recommendations.
