Project Overview:
Bechtel has entered into a joint venture (JV) with a third-party engineering and procurement company to perform the EPC for a carbon capture project. The project will be constructed at an existing combined cycle facility in Baytown Texas for Calpine Baytown Energy Center. The Baytown Energy Center is a three-train natural gas-fired, combined cycle power plant located in Baytown, Texas which Calpine has identified as a candidate for retrofitting Carbon Capture, Utilization and Storage (CCUS) technology. The facility currently supplies the adjacent Covestro complex with electricity and steam, as well as added power for the Texas grid. The new CCU facility shall be designed to remove 95% of the CO2 from the Cogen flue gas streams from two (2) gas turbines, which translates to a capture nameplate capacity of 2.2 million metric tons per annum (MMTPA).
The Project is currently in a FEED verification type phase of the Project consisting of value engineering/constructability cost reduction studies, construction execution planning, development of AACE Class 2 estimate deliverables, and an overall EPC proposal. Project milestones are currently estimated as follows:
Phase 1 Completion: 3Q2025
EPC Starts: 1Q2026
Construction Starts: 3Q2026
Construction Completion: 3Q2029
CSU Completion: 1Q2030
Job Summary:
The Project Superintendent will be assigned to the home office prior to commencement of the project and then the jobsite in a Project Field Superintendent (PFS) position. In the home office and the jobsite, the PFS is responsible for the organization and direction of construction related activities within assigned area of responsibility, which may be a single area, multi-area or a multi-discipline construction project. May be the primary client contact for all jobsite activities or may coordinate with client’s representatives on jobsite activities within assigned area of operations. Responsibilities are to ensure assigned jobsite operations are in compliance with all ES&H policies and procedures, design/specifications, completion on schedule, within budget and to quality standards. Provides leadership for the jobsite Destination Zero and safety management program.

Job Dimensions:
- Supervision Received :
Receives technical and operational guidance from assigned Site Construction Manager, Project Field Engineer or other assigned supervising manager.
- Supervision Exercised:
Provides technical and administrative direction to assigned subordinate construction superintendents. May provide oversight and direction to craft professionals and subcontract personnel
- Contacts:
Home office contacts are with project management team (PMT) personnel, engineering and supply chain personnel and company representatives. Jobsite contacts are with jobsite personnel including construction management team (CMT) personnel, superintendents and subcontractors related to jobsite construction activities and the company’s management team and operating personnel.
Major Responsibilities:
Responsible for jobsite operations including onsite activities of Bechtel, subcontractors, suppliers, clients and their representatives and others as may be assigned within area of responsibility.
Responsible for developing and implementing the field workforce organization to ensure the jobsite organization is comprised of qualified and knowledgeable personnel and ensures effective personnel utilization.
Establishes, coordinates, and implements construction schedules, staffing plans, and material and equipment requirements.
Controls jobsite expenditures in assigned area for labor, equipment, material and services and ensures field operations are within budget.
Responsible for overall supervision of personnel in assigned area of responsibility.
Ensures performance evaluations are conducted on assigned personnel and counseling programs are maintained.
Ensures subordinate personnel receive progressive training to enable them to assume additional responsibilities.
Responsible for craft resources as assigned and coordinates the activities with designated manager and corporate craft resources department.
Administers a security plan and coordinates the activities with corporate security department.
Responsible for administration of assigned area(s) contractual activities. Participates in contracts and subcontracts negotiations.
Plans and implements procedures to ensure construction operations are continuously adhering to engineering designs, specifications, quality standards, schedules and budget.
Responsible for coordination of construction operations to ensure they coincide with the overall established schedules.
Maintains relationships with the client and their representatives, as assigned.
Ensures that Bechtel and local/national regulatory safety codes, requirements and standards are being complied with in assigned area of responsibility.
Ensures the Destination Zero Philosophy is incorporated into all aspects of construction operations. Actively participates in safety meetings, field walkdowns and leadership engagements.
Performs general administrative functions inherent in jobsite supervisory positions.
Ensures corporate policies and procedures are fully implemented. Establishes field procedures and objectives within corporate policies and procedures, as necessitated by conditions at a jobsite.
Knowledge of all phases of construction operations relating to field activities of engineering disciplines, construction technologies and jobsite management.
Knowledge of Bechtel’s Destination Zero Philosophy.
Knowledge of the Project ES&H Handbook, the Supervisors ES&H Manual, the Project Safety Management Plan and the Bechtel Core Processes.
Knowledge of the Project Construction Environmental Control Plan.
Education and Experience Requirements:
University/B.S degree in Engineering, Construction Management, or 10+ years of equivalent experience in heavy industrial construction with craft supervision experience in-lieu of a university degree.
Required Knowledge, Skills, and Abilities:
Technical knowledge of all phases of construction means and methodologies relating to multi-discipline construction work
Thorough knowledge of construction activities as they relate to cost and scheduling, productivity and industrial relations
Familiar with Bechtel's Business Ethics handbook and policies.
Knowledge and understanding of the application and requirements of the Project Environmental, Safety & Health (ES&H) Handbook and the Bechtel Core Processes as they relate to area of responsibility.
Knowledge of project-specific environmental compliance requirements.
Knowledge of Bechtel's "Destination Zero” safety program.
Knowledge of the use of subcontracts; knowledge of the contractor/subcontractor's responsibilities contained in subcontract documents.
Prior experience supervising and administering subcontractors.
