Job Summary/Purpose

Assess, develop, and implement policy strategy activities for the Entergy Power Delivery organization.

Support Power Delivery’s compliance with NERC Reliability Standards, including the implementation and execution of compliance programs and initiatives promoting Power Delivery’s compliance culture. Compliance support responsibilities include: support various aspects of the NERC standards life cycle; use Entergy’s governance, risk management, and compliance platforms and tools; support Power Delivery’s compliance assessments and audits.

Job Duties/Responsibilities

  • Provides guidance, assessment and support regarding assigned policy issues, including coordination with various Entergy business units that implement NERC Reliability Standards.

  • Uses technical knowledge of energy and utility business practices to assess the technical and economic impact of regulations, orders, enforcement actions, and other governmental activities.

  • Provides analysis and recommendations for actions and strategies related to NERC Reliability Standards implementation and execution.

  • Leads discussions and negotiations with Entergy management and support organizations, regulators, reliability organization staff and auditors, regional organization staff, industry associations, and other stakeholders to resolve potential disagreements and build consensus on assigned policy issues.

  • Prepares, coordinates, and supports expert testimony, discovery requests, written comments, and other related filings in rate case proceedings, transmission line certification proceedings, and other regulatory proceedings addressing energy and utility issues.

  • Reviews and coordinates proposed regulatory rulemaking and/or guidance notices from regulators including FERC, NERC, and/or NERC Regional Entities related to the electric transmission business and selectively seeks to influence such proposed changes through the preparation of written comments, participation in industry and regional workgroups and workshops, drafting committee or collaboration with other stakeholders.

  • Collaborates with various Entergy business units, to monitor, track, assess and selectively seek to influence change in regulatory (e.g., PSC, RTO, FERC, NERC, SERC) reliability requirements; ensures Power Delivery’s compliance with such requirements; supports Entergy during reliability organization compliance audits; and resolves audit recommendations and results.

  • General NERC compliance support may include: NERC Reliability Standard policy and procedure administration; Root Cause Analysis; Corrective Action Program.

Additional responsibilities include, but are not limited to:

  • Performs as UFLS Program Owner per Reliability Management Manual RMM-PR-015 (Load Shed Policy; See Section 4.12 of Rev 3 for details of this role)

  • Support Nuclear’s periodic stability studies and various transmission-related issues (e.g., review/update of Nuclear Plant Operating Agreements)

  • Participate in various industry groups (e.g., NERC, SERC, NATF)

  • Support various joint Entergy/university research projects as needed.

  • Support local, state, and federal/MISO regulatory activities as needed.

Minimum Requirements

Minimum education required of the position

Bachelor's degree in Engineering or equivalent engineering work experience.

Minimum experience required of the position

A minimum of 10 years of experience

Minimum knowledge, skills and abilities required of the position

Knowledge of and experience with NERC Reliability Standards. Policy-making experience in reliability. Experience with developing corporate policy and/or governance documents.

Effective comunications skills: strong written communication skills (candidate may be asked to submit a writing sample); strong verbal communications and presentation skills.

Demonstrated leadership skills: strong interpersonal skill; team player; ability to work under stressful situations; lead multidisciplinary teams.

Other desired skills: self-starter, independent worker, self-motivator; planning and organizing skills with ability to manage multiple projects simultaneulsy; problem solving and strategic thinking; analytical skill set with advanced knowledge of Microsoft Office: Word, Excel, PowerPoint, etc.
