Job Description
BAE Systems Jacksonville Ship Repair is currently constructing a new 25,000 ton capacity ship lift and associated 5 acre land based drydock facility, to be operational early 2025. Due to the increased capacity and capabilities, our commercial vessel and yacht program is growing and has a position for a highly motivated and capable Program Manager focused on the Yacht market.
As Program Manager, you will have a primary role in the development and execution of the Yacht program. Working closely with the Programs leadership, internal and external stakeholders, you help ensure the programs developments efforts are appropriately and effectively approached, structured, and supported. This will include facets of business, capture and proposal development, pricing strategy and sales, and development of procedures and guides.
You will personally manage, coordinate, plan, organize, control, integrate, and execute a portfolio of projects widely varying in complexity and across a wide variety of contract structures and a broad customer base. While the emphasis of this role is in support of the Yacht market, this position will be supporting the program with its commercial activities, which may include workboats, cargo vessels, dredges and alike.
You will ensure achievement of financial, schedule, technical, and new business performance objectives. You will be a leader to other team members within the program and have an active role in driving execution of commercial and yacht projects.
You will also model and demonstrate strong leadership in Diversity, Equity and Inclusion as well as ethics. Further, our Program Managers act as leaders and initiators in Environmental and Safety, ensuring team compliance with all company & OSHA-regulated safety requirements/standards, and environmental regulations and permit requirements.
The ideal candidate has experience in both the Commercial and Yacht ship repair market and is well connected with vendors and subcontractors and relevant customers and decision makers in the Yachting and commercial industry. The ability to develop creative and compelling capture strategies and having a fundamental understanding of costs and sales as they relate to the maritime repair industry, are considered of high value for this role.
This position will also support BAE Systems Ship Repair with adjacent responsibilities that could include other aspects not listed in support of the commercial vessel and yacht program and other relevant shipyard programs. As the commercial and yacht program capture goals and objectives are met, the role is expected to be shared in such broader application.
Responsibilities:
Conducts regular reviews of program performance through measurement to ensure program objectives are met, including budgets, time constraints, and contract deliverables. Maintains and complies with BAE Systems Life Cycle Management (LCM).
Synchronizes and integrates the Programmatic elements of internal and external communications, business development, business winning (sales proposal development), work execution, financial performance, and lessons learned/continuous improvement to grow and mature the program.
Meets or exceeds program financial objectives while establishing high standards and a culture rooted in Safety Leadership, Environmental Stewardship, First time Quality, and Industrial and Cyber security.
Coordinates, plans, organizes, controls, and integrates a modest portfolio of projects. Ensures achievement of financial, schedule, technical, and new business performance objectives.
Collaborates with support matrix functions and helps to integrate the functions efforts to achieve business goals across the spectrum of business activities.
Helps to establish and communicate the program s vision, implementing service delivery methodologies and processes across multiple project types and project locations while maintaining a high level of program structure and program quality, and while operating within BAE Systems Quality Management System (QMS) as well as Classification Agency-defined standards.
Participates in contract negotiations and changes; assists with coordination and preparation of proposals, business plans, operating budgets, and financial terms/conditions of the contract.
Participates in strategic business planning, business development activities, solution development, and assists with driving innovation and alignment of corporate investments with new and emerging customer needs. Identifies opportunities for growth. Integrates with Estimating and Proposal Development teams to inform Capture decisions on upcoming opportunities. Integrates with Procurement to identify new partners and vendors and develop relationships that contribute to business-building and redundancy/resilience-building. Integrates with Planning and Scheduling.
Integrates with the shipyard s Operational Excellence (OE) program. Interfaces with key OE leaders to share best practices and efficiency opportunities. Collaborates closely with project managers, craft managers, Safety, Environmental, Quality Assurance and other functional leads to capture, assess, disseminate, and institutionalize lessons learned.
Interprets and recommends modifications to company policies and practices.
Produces project and portfolio management tools to enhance productivity. Works closely with Planning, Scheduling, and Finance to establish controls for monitoring and tracking progress, status and performance for each contract. Develops and analyzes metrics to drive behavioral changes and process improvements in cross-functional areas of planning, cost performance, and schedule performance to enhance profitability and long-term growth. Benchmarks project, program, and portfolio performance; provides business insights to the Senior Leadership Team while advising on priorities, actions and critical decisions. Develops solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
Identifies and assesses project risks, issues and opportunities, and develops resolutions and mitigations to meet productivity, quality, and client-satisfaction goals and objectives.
Communicates contract requirements, specifications and customer expectations to all departments to ensure incorporation into the shipyard business plan for the project.
Reviews status reports prepared by project personnel and modifies schedules or plans as required. Personally communicates project, program and portfolio status and priorities to other shipyard leadership team members.
Prepares project reports, conducts business and technical briefings for management, clients, or others, including Project and Risk Management briefings to company executives, highlighting shortfalls to plan adherence which may need management attention.
Responsible for maintaining contract documentation, including all correspondence, change orders, etc.
Manages and provides direction and oversight to the Department personnel
Manages time collection and time charging for direct reports and approve timesheets in accordance with BAE Systems Time Collection Policy.
Must be physically able to access and tour all spaces on board vessels and within the facility.

Required Education, Experience, & Skills
Prior shipyard production or programs experience
Experience in Sales, opportunity, business, estimating and proposal development is a must.
Direct people-management responsibility is required; therefore, significant supervisory and people-management experience is required.
Ability to communicate clearly to executive audiences: advanced writing, presentation development, and oral communication skills
Significant experience with ABS, Lloyds, and other Classification Agency requirements and standards.
Understanding and familiarity with work item development
Yacht and Commercial Ship Repair experience
Financial Management Experience
Earned Value (EVMS), Risk and Opportunity management experience
Program Management Experience
Good knowledge of marine systems and equipment
Knowledge of Shipboard Work Control Procedures, Lock-Out Tag-Out Procedures, and OSHA applications within the ship repair industry
Thorough knowledge of Lloyd's Register, MARAD, IMO, USCG, ABS, and other guidelines, specifications, requirements
May substitute equivalent experience, training and/or certification for the degree plus relevant experience in job-related work, which provides the necessary knowledge, skill and abilities to perform the role for the position.
Experience managing complex projects and systems, which require systems integration, operation and maintenance.
Strong leadership, negotiation, effective problem solving, and organizational skills.
Experience managing diverse teams comprised of personnel from multiple companies and functional areas.
Preferred Education, Experience, & Skills
BSc in Marine Engineering or equivalent
Project Management Professional (PMP) certification. Or in the process of, or willingness to obtain.
Familiarity and proficiency with project scheduling, marketing and sales software tools.
Pay Information
Full-Time Salary Range: $115100 - $195700
