Job Description

This is the career/senior level of the Nuclear Access Associate hierarchy. Employees at this level provide administrative support to work groups in Nuclear. At this level, the individual has developed specialized skills or is multi-skilled through considerable on-the-job experience and completes work with a limited degree of supervision. This position typically supports multiple managers and serves in a non-exempt capacity.

The primary role of this position is to provide administrative program support for the Access Services Group. The role of the Access Services Group is to establish and IMPLEMENT PROGRAMS and processes consistent with regulatory rules and company policies to ensure both company and contract WORKERS ARE fit for duty, TRUSTWORTHY AND reliable. Components of this job are designed to address the insider mitigation program for the Duke ENERGY NUCLEAR FLEET

Job Responsibilities

File management activities in support of Access Authorization and Fitness for Duty Program operations: FFD and access authorization records are a combination of electronic and hard copy documentation and require routine file maintenance activities. File management is a high-volume activity, including.

  • a. Pulling nuclear access files and documents from various emails, fax transmittals, lan shares, mail, etc., to assemble and prepare documents for access authorization processing.

  • b. Evaluating in-coming documentation to determine appropriate actions for Access Services support staff, and running appropriate reports and verifying background screening requirements.

  • c. Filing nuclear access files and related information as required. Create new files as applicable.

  • d. Identifying records to be purged, and destroy where applicable

  • Monitoring and tracking the nuclear behavior observation program (BOP) on a routine basis to ensure fleet workers are compliant with defined program requirements. Follow-up/troubleshoot identified concerns to prevent BOP event occurrences.

  • Records Validation: Access Services records are audited and inspected and must be maintained with a high confidence of accuracy. This position performs various audit functions to ensure records are consistent and compliant with program expectations. Validation includes working with Personnel Access Data System (PADS), Security Screening Information System (SSIS), as well as other affected programs and processes

  • Coordinating the Annul Supervisor Review (ASR) program to ensure needed ASR’s are completed by fleet supervisors on schedule. Receive, review, and approve electronic and paper ASR’s as appropriate.

  • Respond to supervisor questions and follow-up inquiries

  • Reviewing Official duties (limited): This position evaluates various records (e.g., ASR’s, reinvestigations) to determine adjudication requirements. This position may favorably adjudicate minor cases, but refers higher level adjudications to other Access Services Reviewing Officials

Works with other Access Associates and Specialists as needed to support other group work, which may include:

  • a. Assist with Reinvestigation processing - Receive and process fingerprint and credit check information for reinvestigations, and enter results in SSIS.

  • b. Administer and process Psychological Assessments, and enter results in SSIS

  • c. Transmit and receive background records to/from off-site agencies (e.g. emails and faxes)

Provides general office support functions, as needed:

  • a. Monitor and order office supplies/equipment as needed

  • b. Invoice Administration for several contracts (e.g., review/monitor applicable vendor invoices for timely payment.)

  • c. Act as contact person for Access Services, to identify and direct customer needs

  • d. Sort mail and incoming faxes as necessary

  • e. Perform miscellaneous section work and special assignments that contributes to the overall success of Access Services and Duke Energy

Basic Qualifications

  • High School / GED

Preferred Qualifications

  • Priority consideration given for current qualified Paragon contractor.

Additional Preferred Qualifications

  • Proficient in WORD, Excel, Outlook/Inbox; ability to bend, reach, push, pull (to be able to operate/utilize large rolling file cabinets)

  • Ability to coordinate and maintain large volumes of confidential personal data records in support of the access authorization program.

  • Familiar with Duke Energy and NRC access authorization program and Fitness for Duty policies, rules, procedures and processes.

  • Familiar with Duke Energy in-processing and nuclear badging functions. Ability to administer psychological testing (i.e. MMPI)

  • Ability to effectively communicate with all levels within the Duke Energy organization. Effective writing skills - Ability to create notes, records and documents

  • Detail oriented with investigative mindset, while processing large volumes of data and records, including accurate data entry and proof-reading skills

  • Ability to learn and understand computer program applications (e.g. SSIS, PADS, electronic fingerprint systems, PIP's,) Ability to use and provide office support for fax, printer, and copy equipment

  • Ability to coordinate special projects with fleet contacts (e.g. coordination of annual supervisor reviews, Reinvestigations, FFD calls)

  • Demonstrated team approach to business, willingness to initiate actions that support section and team objectives.
