Job Description

Purpose

The AVP Regulatory Intelligence and Compliance Oversight will lead a team, and influence others in a matrixed environment. This role is responsible for leading the development, implementation, and execution of significant components of Prime’s compliance program and associated work plan for the enterprise.

Responsibilities

  • Develop and implement a comprehensive strategy for the transformation and optimization of all areas within Regulatory Intelligence and Compliance oversight.

  • Assessing and developing a long-term solution to meet the needs of an evolving business.

  • Identifies emerging compliance priorities and in collaboration with compliance department leaders, other support functions (to include internal audit, government relations, and legal), business stakeholders, operations stakeholders, and the chief compliance officer to develop and executes components of the compliance program consistent with these responsibilities:

  • Oversight of the regulatory intelligence program to include intake of new regulations, review and analysis of regulatory requirements, support of business implementation, and delivery of client facing material.

  • Oversight of regulatory research and interpretation to guide the implementation and improvement of processes for understanding new, existing, and future proposed federal and state legislation and guidance.

  • Establish and maintain partnership with business and operations leaders to support development of controls to reduce risk of regulatory noncompliance, resolve regulatory questions, and respond to regulatory issues and complaints. Support the business efforts to operate and provide services to clients and members in a manner consistent with regulatory requirements.

  • Responsible for oversight and execution of the compliance risk assessment process and development of the monitoring workplan that identifies and is designed to effectively seek out risk mitigation opportunities.

  • Oversight of fraud, waste, and abuse program.

  • Oversight of compliance led or initiated corrective action plans.

  • Develop and foster a culture of continuous improvement, working with direct reports to provide guidance and direction on process and improvements to support future growth.

  • Other duties as assigned

Required Qualifications

  • Bachelors degree in Business or related field

  • 12+ years of relevant work experience in legal, compliance or related field

  • 8+ years of previous management experience

  • Must be eligible to work in the United States without the need for work visa or residency sponsorship

Additional Qualifications

  • Experience developing new concepts, techniques, and standards using a mix of experience and ingenuity as gained through breadth and depth of industry and/or compliance knowledge.

  • Communicates effectively through both verbal and written communication; interpersonally effective.

  • Highly developed communication and presentation skills at senior and executive leadership levels with ability to effectively present and sell concepts and tactics.

  • Proven ability to coach and collaborate with team members.

  • Demonstrated ability to organize work to focus on the most important items.

  • Works effectively with others in different functions or groups; demonstrated experience promoting collaboration and teamwork.

Preferred Qualifications

  • Masters degree or Juris Doctorate strongly preferred

  • PBM/Health plan/Healthcare experience

Minimum Physical Job Requirements

  • Ability to travel up to10-15% of time

  • Constantly required to sit, use hands to handle or feel, talk and hear

  • Occasionally required to stand, walk and stoop, kneel, and crouch

Potential pay for this position ranges from $165,600.00 - $264,400.00 based on experience and skills. Pay range may vary by 8% depending on applicant location.
