Lockheed Martin Contracts Manager Staff (Full Remote) in Liverpool, New York

The Spectrum Convergence Market Segment is seeking a Contracts professional to support our challenging and dynamic Surface Based Electronic Warfare (Surface EW) programs. The primary focus will be supporting our SEWIP, AOEW, and SEWIP International programs with the Navy customer. The role will require a mix of program execution and strategic capture efforts expected to include USG competitive production proposals, FMS production proposals, and strategic OTA competitions. This location is based in Syracuse, NY, however, full time telework for this position is acceptable.

The individual should be proficient in establishing productive business relationships and has experience working closely with DoD Government and International/DCS customers. Candidate will act as a contracts leader, providing strategic contract direction for the organization including coordinating day to day contract management and negotiation activities. Responsibilities include ensuring contract/regulatory compliance and efficient contract administration; establishing and maintaining excellent customer relations, both internally and externally, and developing business strategies for new business opportunities. Advises management of contractual rights, obligations and risks; compiles and analyzes data; and maintains historical information. Manages and participates in and/or conducts contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications. Support capture efforts/proposal preparation by reviewing contract terms and risks and assisting the PMO in developing mitigation strategies for proposal submittals.

Basic Qualifications:

• Experience with US Government procurement regulations (FAR/DFARS) in all aspects of the contract life cycle including proposals, administration, and close-out.

•Strong negotiation experience

• Ability to handle multiple assignments and achieve program goals and meet deadlines in a fast-paced environment

• Ability to work cross-functional (finance, program management, legal, etc) to ensure program success

• Need to be a US Citizen and be able to obtain, and maintain a SECRET clearance

Desired Skills:

• Experience with US Government procurement regulations (FAR/DFARS) in all aspects of the contract life cycle including proposals, administration, and close-out.

• Foreign Military Sales (FMS) contracting and Other Transaction Authority (OTA) experience

• Strong business acumen with the ability to recognize risk elements in business transactions.

• Exceptional verbal and written communication skills.

• Knowledge of Lockheed Martin’s policies and procedures and business systems.

• Self-starter, requiring little to no direct supervision, and has the ability to comprehend complex financial and business concepts.

• Demonstrated ability to interface at senior levels of management both within the company and as the external company representative with our customer(s) representing contracts, technical, business, and program issues professionally and clearly.

• Proven exceptional strategic communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, as well as program and executive management, with an ability to persuade and motivate action.

• Contract drafting experience and experience with various contract types and contracting vehicles.

• This individual will have demonstrated abilities to develop customer relationships, shape RFPs, and have participated in proposal development and bid strategy.

• Possess excellent relationship-building skills with peers, leadership, and suppliers.

• Ability to influence positive business outcomes with fact, reason, and the ability to convey the company’s positions through exceptional oral and written communication skills.

• Advanced educational degree(s), such as JD or MBA.

Ability to Work Remotely: Full-time Remote Telework: The employee selected for this position will work remotely full time at a location other than a Lockheed Martin designated office/job site. Employees may travel to a Lockheed Martin office for periodic meetings.

Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.

Schedule for this Position: 4x10 hour day, 3 days off per week

Pay Rate:

The annual base salary range for this position in most major metropolitan areas in California and New York is $105,000 - $197,800. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/ training, key skills as well as market and business considerations when extending an offer.

Pay Rate:

The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $91,300 - $175,000 . Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full-time employees: accrue at least 10 hours per month of Paid Time Off (PTO) to be used for incidental absences and other reasons; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of Vacation per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO, Vacation, sick leave, and holiday hours are prorated based on start date during the calendar year.

This position is incentive plan eligible.
