Job Description

BAE Systems is seeking an experienced Operations Manager to lead the Operations Program Management (OPM) team in Manassas, VA that supports the Space Systems Product Line and focused primarily on the RF Effects (RFx) (MP) and Space Electronics (SE) Program Areas. The direct team consists of approximately 6 Operations Program Managers that manages large or several medium contracts delivering radiation-hardened electronics for Space flight. The intended programs are development based Single Board Computers (SBCs), Application-Specific Integrated Circuits (ASIC) products, or Box level contracts. The electronics are designed by BAE Systems, in which the overall material acquisition and in-house fabrication is the primary responsibility of the OPMs as the Cost Account Manager (CAM). The OPM Manager will lead all strategic direction inclusive of New Business Development, Program Bidding, Cost Account Management, and execution leadership of the Operations function for these program areas. The leader will coordinate and drive all cross-functional activities in support of the mission with the Program Area Leads.

Primary responsibilities are shown below:

  • Cost Account Manager for Operations material and labor budgets. Manages Operations performance against the baseline program plan by monitoring quality, schedule, and cost performance of all Operations functions assigned to a program.

  • Direct leadership of the OPM team managing all metrics and is responsible to staff OPM team as needed to support existing and/or new programs.

  • Provides a "single point of contact" between Operations Team and the Program Area Leads (RFx and SE) for providing program status and resolving problems. Presents Operations status to Customer, Program Management, and/or Operations Management Leadership as required.

  • Cross functional manager lead that is responsible for ensuring the factory, technical operations team, and supply chain teams properly support the design, development, and production program and capital efforts for assigned programs.

  • Interfaces with the appropriate organization within Operations to ensure any changes, which will impact assigned tasks, have been appropriately communicated and addressed.

  • Ensures that Operations teams provide competitive proposals that are accurate, supportable, on time, and within the budget constraints defined by the Proposal Manager for any new or follow on customer orders.

  • Promotes a strong sense of teamwork among personnel supporting various phases of the program efforts.

  • Responsible for all Operations metrics for all programs and necessary capital plans and manages the overall CAM ownership for all Operations activities.

  • Utilize all the tools available to drive a Zero Defect culture throughout the team (Root Cause Corrective Action, Corrective Action Review Board, Kaizen Events and Projects for Green and Black Belts) .

  • Responsible for driving the Supply Chain Strategy and management of the Supply Base Quality through the Supplier Surveillance Strategy for the program.

  • As a senior level management position, the candidate must also be prepared to lead and excel in cross-functional, continuous improvement activities to address various execution or functional issues

  • Performs other related duties as required.

  • Understanding and ability to drive AS9145 elements into all new programs under their leadership.

Required Education, Experience, & Skills

  • BS in a technical or business related degree, or equivalent and 10 years of relevant working experience and/or 8 years of experience with MS.

  • 8-10 years experience leading strategic direction of a small in a cross-functional team environment, with a customer-focused approach, and an aptitude for continuous improvement in serving internal and external customers.

  • 8-10 yrs experience implementing lean manufacturing, yield management and resolution of a complex product base, and supply chain initiatives.

  • Requires strong manufacturing and supply chain background and experience in electronics manufacturing.

  • 8-10 years experience supporting product development and NPI (New Product Introduction) transition of circuit card assembly (CCA), or ASIC products into a production environment.

  • Strong diplomatic, communication, presentation and negotiation skills.

  • Proven experience managing and reporting status of projects within a project management discipline.

  • Must be able to provide examples of providing strategic contributions while successfully executing on tactical objectives.

  • AS9100 & AS9145 implementation experience.

Preferred Education, Experience, & Skills

  • BS or greater in Mechanical, Chemical, Electrical, Optical, or Materials Engineering, or equivalent and 8 years of relevant working experience.

  • Previous experience with Space products, manufacturing, and supply chain background.

  • Project Management Institute PMP Certification, or similar.

Pay Information

Full-Time Salary Range: $146670 - $249330

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
