BAE Systems Program Manager II - Proposals & Capture in Minneapolis, Minnesota

Job Description

BAE Systems is hiring a Program Manager II to provide program office leadership for a variety of capture activities for Combat Systems Development (CSD) in Minneapolis, MN. This PM will work with the CSD Munitions directorate leadership and the CSD capture executive to provide (1) leadership of competitive precision guided munitions (PGM) proposals, technical white papers and ROMs, and RFI responses; and (2) the program office start-up planning activities and work product required during in support of these new business capture and proposal engagements. This role will also require coordination with the program managers who will subsequently execute these captured programs, and the leadership of multiple cross-functional teams. This role may evolve and flex to support other CSD initiatives as our portfolio demands.

Location/Schedule/Travel:

  • This role is hybrid onsite in Fridley/Maple Grove, MN, meaning 50% or greater on-site participation is expected due to the classified nature of these programs.

  • The role works a 9/80 schedule where you will have every other Friday off.

  • There may be up to 15% travel.

Responsibilities:

  • Across the Munitions Directorate new business pursuits, this program manager will manage, coordinate, plan, organize, control, integrate, and execute the PMO work product and planning activities required during the development, submission, and capture of competitive DOD proposals, white papers, ROM s, RFI s, etc.

  • In this capacity, you will act as the surrogate PM for these programs for the advanced planning activities below and will coordinate with the execution PM for each of these opportunities. To effectively prepare PMO capture deliverables that will ensure successful program start-up IAW BAE life cycle management (LCM) processes, the candidate will be well versed in BAE LCM deliverables or their equivalent to include:

  • Program cadence and metrics; rolling action item list; design to cost/price to win; IRAD/NBE/capital planning; should cost and affordability analyses; integrated program team (IPT) and control account manager (CAM) leadership; integrated master schedule (IMS) management and linkage to trackers; earned value management (EVM).

  • Formal program reviews, including the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Test Readiness Review (TRR).

  • Developing comprehensive program/project plan from the statement of work (SOW), contract, and internal and external requirements.

  • Developing product breakdowns (PBS), organizational breakdowns (OBS), and work breakdown structures (WBS).

  • SDRL, CDRL, and SOW validation and burn down; compliance and traceability to contract; and contract requirements flow down to suppliers.

  • Risk & opportunity management, contingency management, program change control, and configuration management.

  • Technology Readiness (TRL) and Manufacturing Readiness Level (MRL) maturation.

  • In this role, you will also be responsible for leading the successful and on-time completion of multiple competitive proposals, RFI and RFP responses, white papers, ROM s, etc. This PM will be required to lead development of proposal outlines, storyboards, kickoffs, schedules, technical and pricing volumes, compliance matrices, proposal management plans, leadership briefings, and lifecycle management (LCM) reviews.

  • Analyzing Request for Proposal (RFP) documents, identifying defined requirements, and preparing USG communications on any RFIs. Providing guidance, direction, and leadership to project managers, engineering, functional groups, and proposal contributors. Demonstrating proposal process expertise and ability to tailor as appropriate. Managing proposal development to integrate daily work assignments, develop project schedules, budgets, plans, and manage personnel, finances, and facilities to achieve proposal objectives.

  • Supporting development of the Win Strategy and Capture Plan to include the Customer Value Proposition, and generation of substantiated strengths and risk reducers. Ensuring win strategy, technical solution, management approach, win themes, and value propositions are clearly articulated and consistent across proposal volumes.

  • Coaching and training proposal teams on the development of complex, compliant, and compelling proposal responses to RFPs and RFIs.

  • Developing and maintaining necessary internal and external stakeholder engagements throughout the pre-proposal and post-proposal phases.

  • Communicating proposal-related requirements and status with senior management, and ensuring team remains current on all amendments and modifications to the solicitation.

  • Developing and maintaining proposal schedules and driving proposal team adherence to the schedule.

  • Complying with and ensuring work product compliance with all company policies and procedures including ethics, export control, proprietary information, document/record retention, public communication, union contract regulations, etc.

  • In performance of the duties above, you will maintain a safe work environment and ensure team compliance with safety and environmental objectives and policies actively promoting a culture of safety, health, and personal wellbeing for self, employees, and the functional team.

Required Education, Experience, & Skills

  • Active Secret Security Clearance

  • Bachelor's Degree and 10 years of work experience or equivalent experience

  • Experience in Program Management with knowledge of Earned Value Management (EVM)

  • Experience in Proposal Management for competitive Defense (DoD) programs

  • Experience in Capture Management, Business Development, Strategy Development, or similar

  • Experience in Technical Baseline Control and Contract Changes aligning with FAR/DFAR requirements

  • Experience in Cross-functional Leadership with demonstrated ability to coordinate across functional boundaries to develop solutions to complex problems that satisfy multiple stakeholders

  • Experience in Risk & Opportunity Management

  • MS Office (Word, Excel, Access, Outlook, PowerPoint, and Project) and/or M365 skills

  • Strong oral and written communication skills

Preferred Education, Experience, & Skills

  • Graduate Degree

  • PMP Certified

  • Experience in Combat munitions or similarly complex systems

  • Experience in US Military

Pay Information

Full-Time Salary Range: $140690 - $239140

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
