Job Description

BAE Systems is hiring a Program Manager III (PM) to lead Navy programs and pursuits as part of the Combat Systems Development (CSD) team in Minneapolis, MN. This role reports directly to the Director of Precision Guided Munitions (PGM) Advanced Development. The CSD Directorate is part of the Combat Mission Systems (CMS) business and is responsible for developing and producing advanced PGM solutions for the US Department of Defense (DoD). This role will be responsible for strategy, capture, and execution of our USN PGM programs. However, this role may flex to other DoD and international Customers and products as our development portfolio evolves.

The successful candidate will have significant experience managing similar complex and high dollar value development programs and transition to production and/or transition to a Program of Record, preferably with the US Navy. Additionally, the candidate will have demonstrated leadership working closely with Contracts, Finance, Supply Chain, Legal, Operations, and Engineering in high priority programs. The PM will ensure achievement of financial, schedule, technical, and new business performance objectives, and support other CSD Directorate initiatives such as development of strategic and financial plans for the Directorate.

Location/Schedule/Travel:

  • This role is hybrid onsite in Minneapolis, MN, meaning 50% or greater onsite participation is expected due to the classified nature of these programs.

  • The role works a 9/80 schedule where you will have every other Friday off.

  • There may be 25% to 40% travel.

The Program Manager is accountable for the following:

  • Strategy, capture, and execution of all programs in his/her portfolio.

  • Managing scope to achieve cost/profitability, schedule, and technical performance objectives.

  • Performing as the Control Account Manager (CAM) and establishing program direction for the matrixed team delivering the scope (engineering, field service, operations including supply chain and manufacturing, and/or others).

  • Establishing and managing subcontractors potentially including international companies.

  • Monitoring, controlling, and flawlessly executing activities on current contracts including disciplined, effective change management and risk and opportunity management.

  • Indirectly managing, leading, and developing program team members across several functions.

  • Making timely decisions with sound judgment while complying with policies and procedures.

  • Continuously improving program performance including capturing, evaluating, and sharing best practices.

  • Meeting financial commitments for orders, sales, profit, and cash flow.

Responsibilities and day-to-day activities within this role include the following:

  • Leading program capture including proposal development, Bid Status Reviews (BSR), and Request for Bid Approval (RBA). Engage BD in all pursuit activities. Leading fact-finding and contract negotiations with the customer. Negotiating with and managing customer expectations and scope.

  • Responsible for completion of deliverables and on-time delivery and flawlessly leading program start-up, organization, planning, authorization of work, program management, and change management of the program according to BAE life cycle management (LCM) processes to include:

  • Governance including program cadence and metrics; rolling action item list; design to cost/price to win; IRAD/NBE/capital planning; should cost and affordability analyses; integrated program team (IPT) and control account manager (CAM) leadership; integrated master schedule (IMS) management and linkage to trackers; earned value management (EVM).

  • Formal program reviews, including the System Requirements Review (SRR), Preliminary Design Review (PDR), Critical Design Review (CDR), and Test Readiness Review (TRR).

  • Developing comprehensive program/project plan from the statement of work (SOW), contract, and internal and external requirements.

  • Developing product breakdowns (PBS), organizational breakdowns (OBS), and work breakdown structures (WBS).

  • SDRL, CDRL, and SOW validation and burn down; compliance and traceability to contract; and contract requirements flow down to suppliers.

  • Risk & opportunity management, contingency management, program change control, and configuration management.

  • Earned Value Management.

  • Technology Readiness (TRL) and Manufacturing Readiness Level (MRL) maturation.

  • In concert with project schedulers, IPT members, and functional leads, overseeing IMS development including baseline budget and timeline detailed tasks using SOW, WBS, OBS, and PBS.

  • Ensuring program/project risks are identified and proactively managed by developing the risk management plan, leading initial risk identification and mitigation planning, and ensuring team is properly trained in risk management and participating in monthly risk reviews.

  • Identifying direct and indirect threats and opportunities, and implement actions to mitigate threats and capture opportunities.

  • Assessing and identify quality, design, materials, facilities, and workforce requirements required to reduce manufacturing risk.

  • Leading make/buy and make/where strategies to support programs and supporting development of long-term supplier strategy.

  • Facilitating and attending supplier/subcontractor meetings and/or visits.

  • Supporting development of BAE Systems CSD strategy and identify and develop new business opportunities.

  • Support development of a multi-year strategic plan for the business area.

  • Representing the company at appropriate customer or sponsor meetings.

  • Facilitating effective and clear communication of program status, issues, and successes to all internal and external stakeholders, and proactively keeping upper management informed regarding program status and any technical, cost, schedule, or administrative problems within assigned programs.

  • Establishing, maintaining, and promoting effective customer relationships and ensuring customers are informed on status and progress of assigned programs.

  • Coordinating program reviews and direct the preparation of status and progress reports.

  • Regularly evaluating performance of assigned program tasks in terms of quality, cost control, and achievement of technical, schedule, performance, and contractual objectives.

Required Education, Experience, & Skills

  • Bachelor's degree in a technical discipline or business management and 12 years of related experience or equivalent experience

  • Ability to obtain a Secret Security Clearance

  • Experience in Defense engineering development and test management, including relevant development program management of startup, similarly complex, high dollar value, high exposure, strategic programs for the Department of Defense

  • Experience leading complex engineering programs and matrixed teams, program life cycle reviews, and financial reporting and analysis

  • Experience leading program risk and opportunity management activities to include identification and development of risk mitigation plans, scope management, program/project plans specifying goals, staffing, scheduling, identification of risks, contingency plans, and allocation of available resources

  • Experience in Cost Plus and Firm Fixed Price environments

  • Experience transitioning development programs to production and/or a program of record

  • Experience in competitive proposal development and capture and Earned Value Management Systems (EVMS)

  • Experience in program scope management and cost estimating including estimate to complete/estimate at completion (ETC/EAC) processes

  • Experience in Manufacturing/Production, Operational Excellence (OE), reducing AUPC through early implementation of DTUPC best practices

  • Experience in project management methodologies, toolsets, process, and governance

  • Experience in Stakeholder Management/Influencing

  • Ability to effectively managing program complexities and structuring activities in times of ambiguity

  • Ability to operate independently and proactively

  • Customer focus and relationship building skills

  • Strong written and verbal communication skills

  • Highly effective critical thinking skills

Preferred Education, Experience, & Skills

  • Graduate Degree

  • Professional Certifications (PMP) or equivalent

  • Possessing a current Secret Security Clearance

Pay Information

Full-Time Salary Range: $147300 - $250400

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
