The Digital Strategy Product Owner will lead development of innovative digital solutions, as well as drive improvements of existing digital technology solutions to deliver a best-in-class digital experience to our C&S membership across various platforms and tools. This position interacts with Clinical Strategy, Operations, IT, Health Plans and other internal cross functional partners.

By working with key partners throughout enterprise, the right candidate for this role will develop a differentiated C&S LTSS and Medicaid product by creating custom member and caregiver experiences in the home, based on the needs identified and aligning interventions to address clinical, functional, social, and caregiver needs.

Primary Responsibilities:

Following a capability management discipline, this role will leverage IT Agile processes and support the phases of Agile IT software development including initiation, design, and testing. This consists of articulating clinical business capabilities (the who, what, why) while partnering with IT and other impacted functional areas to drive day-to-day execution.

This role will work with product owners and business stakeholders to gather, develop, document, write and validate digital strategy business needs, requirements, and specifications. Will also work closely with stakeholders and cross-functional teams to ensure alignment and resolve business, data and process issues within the team.

This position is also responsible for researching and analyzing data and business processes via quantitative and qualitative analysis for requirements development and to support solutioning. Collaborates with project stakeholders and technical teams regarding enhancements, changes, issues and defects that may impact development, data, workflow and/or functionality.

  • Planning:

  • Collaboration with strategic stakeholders to identify key deliverables to continuously enhance Medicaid members’ digital experience

  • Create and manage the product/team backlog through partnership with business stakeholders and agile teams

  • Document and communicate the program vision and roadmap

  • Execution:

  • Practical understanding of Agile principles and practices

  • Develop a deep understanding of the customer and product needs

  • Recognized voice of the business to the team

  • Works closely with Product Manager to represent capabilities and features

  • Business requirements are represented in the product backlog

  • Ensures traceability between requirements to Features to user stories

  • Review of test cases against user stories acceptance criteria

  • Periodically re-prioritize the Product Backlog based on customer feedback, market changes and business priority as communicated by the Product Manager

  • Formally accepts the user stories once all acceptance criteria are met and demoed

  • Actively participates in Product Backlog grooming sessions, retrospectives, defect management and project team’s release planning sessions

  • Accessible for the team to answer questions, and during Sprint planning sessions, and Daily Scrum

  • Owns the continual acceptance criteria for business value story user stories, which is Demoed by the team

Required Qualifications:

  • Undergraduate degree or equivalent work experience

  • 3+ years of analytical or technical experience

  • Experience in government related Health Care/Clinical environments

  • Intermediate proficiency with Word, Excel, Visio, PowerPoint, and SharePoint

  • Full COVID-19 vaccination is an essential requirement of this role. Candidates located in states that mandate COVID-19 booster doses must also comply with those state requirements. Preferred Qualifications:

  • Experience in working with Agile/Scrum work environment: writing user stories, and following the development process through user story acceptance

  • Healthcare insurance industry experience

  • Diplomatic with strong negotiation and conflict resolution skills

  • Adept at adjusting to changing circumstances quickly and professionally

  • Excellent oral, written and interpersonal communication with both technical and business audiences

  • Demonstrate strategic thinking by using appropriate information to diagnose problems, identify possible solutions and collaborate with impacted groups to drive decisions

  • Self-directed and able to drive detailed solutions to completion with minimal oversight

  • Detail oriented and obsessively organized

  • Ability to effectively break down barriers to maintain progress on initiatives

  • Ability to make quick decisions when clarification or modification is needed

Colorado, Connecticut or Nevada Residents Only: The salary range for Colorado residents is $82,100 to $146,900. The salary range for Connecticut / Nevada residents is $90,500 to $161,600. Pay is based on several factors including but not limited to education, work experience, certifications, etc. In addition to your salary, UnitedHealth Group offers benefits such as, a comprehensive benefits package, incentive and recognition programs, equity stock purchase and 401k contribution (all benefits are subject to eligibility requirements).
