Project Overview:
Bechtel’s Manufacturing and Technology (M&T) is an exciting and growing business unit that serves customers in the semiconductor, electric vehicle, and datacenter markets. Our team is building on Bechtel's legacy with a prospective semiconductor project. Pending award, Bechtel will serve as the Owner Representative for this confidential client located in New York.
Job Summary:
Bechtel is seeking a Process Engineering Lead to bring experience and expertise to the Owner Representative (O.R.) role. You will partner with the Owner’s engineering team to provide leadership, guidance, insight, and support for a successful, timely, and budget-compliant delivery of all phases of the project. Focus will be on the performance and quality of the design deliverables throughout the design and submittal process. This role will lead Process discipline design reviews, identification of constructability, and value engineering opportunities. Your coordination will ensure that complex technical issues are resolved, our client is satisfied, and project needs are met.

Major Responsibilities:
Provide Owner Representation by focusing on the performance and quality of the design deliverables throughout the project.
Monitor the design partners to ensure they meet their design deliverable schedules.
Manage the identification and resolution of design issues documented throughout the process.
Support the Owner by reviewing the contractor’s data and document quality against requirements and schedule.
Provide support, guidance, and leadership to the Owner through all project phases.
Review the design scope and deliverables to ensure contractors perform all work to defined standards for safety, health, and environment.
Coordinate with other leaders to ensure that multidiscipline interfaces are properly addressed, resolving technical issues and conflicting design requirements on time.
Coordinate and participate in reviews of Contractors’ engineering documents/deliverables to ensure compliance with the contract requirements, including project procedures, project specifications and applicable codes and standards.
Effectively communicate complex technical issues and recommend solutions to project management.
Facilitate technical discussions with third parties (client, suppliers, regulators).
Promote the creation of a work environment backed by leadership that fosters openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.
Education and Experience Requirements:
- Requires bachelor's or master's degree (or international equivalent) and 15+ years of relevant experience or 19+ years of relevant work experience.
Required Knowledge and Skills:
In-depth knowledge of Semiconductor Industry Process Systems including Industrial and Specialty Gases, Bulk and Planar Chemicals, Water Purification, Waste Collection and Treatment.
Thorough knowledge of applicable ASME, ANSI, API, CGA, SEMI, and ISO standards.
Experience with design, construction, and commissioning activities for Process and Mechanical equipment is preferred, and a thorough understanding of the roles played by other departments on projects.
Skilled in oral and written communication.
Able to work in project groups with shared-work teams globally to progress project designs.
A professional license or Chartered Engineer is preferred.
