The F-35 is designed with the entire battlespace in mind, bringing new flexibility and capability to the United States and its allies. Reliance on any single capability — electronic attack, stealth, etc. — is not sufficient for success and survivability in the future. Missions traditionally performed by specialized aircraft — air-to-air combat, air-to-ground strikes, electronic attack, intelligence, surveillance and reconnaissance — can now be executed by a squadron of F-35s.
As the Facility Security Officer (FSO) you will be responsible for all collateral security matters handled at NAS Patuxent River’s F-35 Integrated Test Facility (ITF).
The selected candidate must have experience with support subcontract security management and Process Development (writing and implementing Standard Operating Procedures/Facility Operating Procedures). Typical duties will include:
Develop and administer collateral security programs for compliance with government regulations associated with the protection of classified material and export-controlled data.
Perform in individual and team roles supporting all contractual security requirements for DOD collateral classified programs and Special Access Programs (SAP).
Serve as the Facility Security Officer (FSO); study and implement federal security regulations that apply to company compliance and contract execution as set forth in DOD security rules (NISPOM).
Work closely with U. S. Government customers to seek contract execution approvals and seek security rulings or deviations.
Provide support in managing the quality, schedule and cost expectations associated with program development and execution, while maintaining the fundamental security requirements defined by the customer/company and program.
Prepares implementation procedures outlining regulations, and establishes processes for handling, storing, keeping records, and for granting personnel and visitors’ access to classified materials.
Investigate security violations and prepares reports specifying preventive action to be taken.
Apply business-minded and risk-managed solutions to security issues and business challenges, and communicates observations and recommendations to leadership and enterprise business partners.
Process clearances and customer visits to support site and base operations.
Will serve as a liaison between government/contract security customer(s), the Joint Program Office (JPO) and ITF Leadership. You should understand the process and interpretation of DD Form 254s.
Must have a thorough working knowledge of the DoD 5220.22 National Industrial Security Program Operating Manual (NISPOM) and related rules.
The Facility Security will support security operations such as physical security, visitor control for Lockheed Martin and Non-Lockheed Martin employees, to include Foreign National (FNs), document control, classification management, personnel security, and investigations.
Applicant selected must possess a Secret clearance with an investigation within the last 6 years. This position is located in a facility that requires special access.
A level 4 employee Typically has 9 - 15 years of professional experience.

Experience in writing procedural documentation.
Experience providing briefings and indoctrinations to large audiences.
Have experience in Collateral Security, Physical Security and an understanding of DoD Special Programs.
Be self-driven and results oriented, capable of effectively working multiple tasks concurrently and across an ambiguous and uncertain landscape.
Be highly organized and have advanced oral and written communication skills, as well as working knowledge of Microsoft Office.
