Project Overview:
Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.
UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.
The UPF project works on a variety of schedules based on area of support. Examples of typical schedules include 5/8s or 4/10s start times are flexible. The UPF Project has multiple work schedules that are subject to change and may require employees to work overtime and/or nightshift when a business need arises. Work schedule changes and overtime must be approved in advance by supervisors. The work location is at the UPF offsite location; however, the position can be in any town or site location and can be changed to support project needs.
Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.
Job Summary:
The Employee Relations specialist role provides Human Resources services, primarily in employee relations, to the project. The employee relations specialist will perform workplace investigations, performance management consulting, and coordinate corrective actions. The Employee Relations specialist will deliver advice, guidance and coaching on employee relations processes. Your role will be essential in creating and maintaining a positive workplace by fostering communication and conflict resolution. The Employee Relations specialist will report directly to the Project Human Resources Manager. #LI-KL1
Major Responsibilities:
Primary point of contact for incoming employee relations inquiries at the project.
Manage complex employment-related investigations, end-to-end, including conducting intake meetings, background research, investigative interviews, report-writing, corrective actions, and debrief meetings, across Bechtel project and office locations. Investigate complaints involving violations of Company policy, including allegations of discrimination, harassment, retaliation, bullying, and other inappropriate behavior.
Works with more senior Employee Relations team members to deliver advice, guidance, and coaching on employee relations (ER) processes.
Promotes and supports referrals to the Employee Assistance Program (EAP).
Facilitates training programs for new or revised ER policies or programs.
Participates and will deliver workforce reduction as initiated by Project HR and Project Management.
Effectively and efficiently resolves employee relations complaints, concerns, and allegations.
Maintains various ER metrics for the project, including accurate tracking of open case log.
Assists in preparation of materials for ER case reviews, disciplinary actions and performance management.
Maintains a comprehensive understanding of the HR handbook, policies and employee relations concepts.
Provides consultation and advice to managers on a variety of employee relations issues, including interpersonal conflicts, communication of employment decisions, advice on policy application, performance management, attendance, mental health concerns, workforce reductions, etc. with the ability to bring forward concerns as appropriate to the project Human Resources Manager for issue resolution.
Manages LOA/FMLA/ADA cases of varying types to include but not limited to intermittent, family care, accommodations & unpaid leaves to ensure they are being handled according to company policy and procedures as well as in accordance with state & federal legislation.
Explains and provides advice to employees about company and governmental rules, regulations, and procedures.
Coordinates and tracks referral of employee concerns with BNI Ethics & Compliance and local Employee Concerns program.
Partner closely with global cross-functional partners within the ER Communities of Expertise, Legal, Human Resources, Ethics and Compliance, Security, Industrial/Labor Relations, and business units.
Facilitate ER training for managers and supervisors and participate in projects led by the ER team.
Partner closely with the ER Communities of Expertise colleagues to leverage ER data to proactively identify opportunities to enhance the employee experience.

Education and Experience Requirements:
Requires bachelor’s degree (or international equivalent) and 5 to 8 years of relevant experience, or 9 to 12 years of relevant work experience.
Must be a US citizen.
Must be able to complete and pass a pre-employment drug screen and background check which includes verification of employment, education and travel.
Must be able to obtain site security badge for access to work site.
Required Knowledge and Skills:
Experience leading employee relations investigations.
Knowledge of laws and government regulations pertaining to employee relations.
Intermediate knowledge of HR policies and procedures; knowledge of laws affecting HR.
Good organization and strong interpersonal relationship skills; communication skills (both written and verbal) are required to interface effectively with employees and all levels of the organization.
Strong analytical skills including proficiency working in Microsoft Excel, Word, Outlook, and PowerPoint.
Must have the ability to adjust quickly and effectively to changing priorities and deadlines and provide timely responses to our customers.
Ability to handle sensitive, confidential information and maintain discretion and confidentiality and capable of working independently with minimum supervision.
Must be able to work flexible and/or additional working hours.
Initiative, be self-motivated, detail-oriented, and organized to work in a fast-paced, team-based environment.
Knowledge of government compliance and charging practices.
Knowledge of human behavior and performance.
Certified to lead upward feedback and 360 coaching sessions.
Proficient in using Bechtel-HR Systems and Applications such as NAVEX, SAP, TalentWorks, SmartStaff, and PowerBI.
