Project Overview:

Bechtel National, Inc. (BNI), Bechtel’s government services business, is one of the top providers to departments and agencies of the U.S. and British governments. Its successes include many large, first-of-a-kind projects in government site management, environmental restoration, defense, space, energy, and national and homeland security. This position will provide support to the Uranium Processing Facility (UPF) located at the Y-12 National Security Complex in Oak Ridge, Tennessee.

UPF is a multi-year, multi-billion-dollar project and will be a first-of-its-kind complex for enriched uranium operations in support of Y-12 missions. UPF is one of the Department of Energy’s largest investments in Tennessee since the Manhattan Project and one of the National Nuclear Security Administration’s largest construction projects. When complete, UPF will: replace a 70-year-old facility with modern buildings, reduce operational costs and energy consumption, improve worker safety, and provide enriched uranium capabilities well into the future.

The UPF project works on a 4/10 schedule. Start times are flexible but the standard work week is: Monday - Thursday from 7:00 am to 5:30 pm.

Eligibility for this position requires US citizenship; successful candidate must provide proof of US citizenship in order to obtain badge access to the site. Candidate must complete security questionnaire and successfully clear site access requirements check. All employees are subject and agree to random drug and alcohol testing as a condition of employment. Must be able to obtain a security clearance, as applicable.

Job Summary:

The UPF Scheduling/Commissioning Manager is responsible for establishing and maintaining compliance with planning and scheduling requirements for the UPF Project in line with the project contract, the Earned Value Management System Description (EVM SD), and corporate scheduling procedures. Responsible for overseeing the required schedule EVMS compliance through the establishment of a monthly quality check process, outlining the detailed mechanics and business rhythm associated with the monthly schedule maintenance and management, project level analysis of critical path and key milestones, and development of the reporting to communicate monthly results of the project’s performance to the Project and Customer management team. The position will also carry the responsibility to outline planning and controls of any major planning efforts to include annual EAC development, significant re-planning of the baseline. Commissioning Project Controls (Cost and Schedule) is also a part of this role. #LI-AM3

Major Responsibilities:

  • Manages cost estimating, analysis, and control activities

  • Manages and supervises schedule development, maintenance, monitoring, impact identification, and recovery plan development activities

  • Supervises the preparation and presentation of estimates

  • Reviews or assists in reviewing proposal provisions related to schedule/cost engineering and material control and develops supporting data for contract negotiations

  • Prepares and presents cost engineering/estimating/planning and scheduling information to management/clients

  • Creates and implements measurement systems for established processes, analyzes performance metric results, and identifies improvements

  • Uses tools to analyze metrics and measurement systems to identify bias, repeatability, and stability issues

  • Provides oversight, training, mentoring, and ensures capability of Project Risk Coordinator(s) and Project Risk Specialist(s) in conducting PERM activities towards the attainment of project objectives

  • Develops and reviews risk breakdown structures, risk libraries, and risk identification tools and frameworks in support of project needs

  • Provide leaderships in terms of integrating the risk management process with other key project procedures (e.g. Change Management, Forecasting, Cost, Trends, and Claims and support corporate, GBU, commercial group, and functional stakeholders in managing enterprise level PERM activities as required

Education and Experience Requirements:

  • Requires bachelor's degree (or international equivalent) and 10-13 years of relevant experience or 14-17 years of relevant work experience

  • Must be a US citizen

  • Must be able to complete and pass a pre-employment drug screen and background check, which includes verification of employment and education

  • Must be able to obtain site security badge for access to work site

Required Knowledge and Skills:

  • Experience with DOD, DOE or major EPC project principles and procedures related to project scheduling and earned value management.

  • Flexibility to respond to urgent project requests and/or changing priorities.

  • Knowledge and experience in establishing schedule requirements and developing and maintaining schedules using Primavera P6 software
