The preferred location for this position is in Raleigh, NC; however, the hiring manager will consider additional locations within Carolinas East. The exact location will be determined at the time of offer based on business needs.
Position Summary
This is the expert level Vegetation Management (VM) Program position that has regional responsibilities to either lead, manage or coordinate regional program activities working with the Area VM Program Managers (VMPM), Transmission VM Manager, and Director within a region or the Vegetation Governance and Support team. This position is for the Transmission Lead VMPM who reports directly to the Regional VM Director.
In this role, this position has the lead responsibility to:
Work with Regional Area VM Program Managers and the System Forester to monitor and evaluate consistent vegetation maintenance practices throughout the assigned Region and support the development and continuous improvement of the VM strategies and procedures for Transmission VM.
Manage budgetary responsibilities ranging up to $60M plus within a given region to assist in successfully delivering on the regional program implementation.
Ensure correct and consistent methods are being used as it relates to program execution, compliance, audits, and training.
Provide program management of the VM program for the Region to prioritize and adjust annual work plans in support of field planning and execution in order to ensure a high level of system reliability.
Track and report regional work plan execution and financial performance within the annual O&M and capital budgets, projections and targeted calendar completion dates to the Region and Vegetation Governance.
Work with Vegetation Governance to develop and support consistent unit cost metrics to assist with efficiency initiatives.
Coordinate with Vegetation Governance to ensure work associated with annual work plans are appropriately loaded into applicable software, tools, and work management systems.
Lead and coordinate Resource Coordinators/Planners to effectively manage scope, schedule, cost, and quality results for assigned annual program spending in regions through mentoring personnel and close collaboration with internal and external stakeholders.
Coordinate and provide as needed training of new and existing processes and technologies for use by VMPMs and identified personnel.
Serve as the unifying agent providing program leadership, management, direction, coordination, and control of the VM programs in accordance with the established policies, procedures, systems, and requirements of the Company.
Demonstrate and promotes Operational Excellence within the VM program to achieve consistency across assigned jurisdiction, highest standards in safety, optimized reliability, and sustainable efficiency.
Participate on or lead project teams for regional or enterprise VM initiatives.
Communicate with peers, exchanging ideas or gathering information on overall program plan and goals within a specific functional area of operations.
Assist in implementing and creating new concepts, processes, and ideas to serve the VM program.
Monitor Maximo or other work management progress reports to ensure all work is tracked and closed out appropriately in the work management systems. Initiate and monitor adjustments if needed.
Collaborate with Sourcing, TVM Contract Management, TVM Manager, Director and other key stakeholders on the vendor bids, selection and contract process and implementation for the Region. Manage Schedule of Values (SOV) and Notice to Proceed (NTP) processes for the Region.
Oversee the execution and documentation of work to ensure compliance with OSHA, NERC, Environmental and other regulatory responsibilities. Ensure evidence is collected, maintained, and stored in compliance folders for audit readiness.
Support emergency, emergent, and storm restoration activities, which may include extended day/after-hours activity, both local and enterprise wide as needed.
Responsibilities
20%: TVMP Annual Planning: Develop vegetation management work plan and associated budget for respective Transmission Maintenance area in collaboration with other VM Program Managers, System Forester and TVM Manager. Work with System Forester and TVM Manager to assure that work plan is in compliance with Federal and Stated Transmission & Distribution vegetation management standards and regulatory requirements.
20%: Financial Management: Manage expenditures within area of responsibility to ensure that budget target and forecast changes are met. Implement adjustments within area of responsibility to complete necessary work while meeting budget forecasts, changes, projections, accruals, and invoice review/approval.
20%: Work Plans: Monitor Transmission Maintenance Area vegetation management work plans and budget by tracking and reporting work plan completion progress, monitoring unit costs, and adjusting work plans and expenditures, as necessary.
15%: Compliance/Regulatory: Ensures state and federal regulatory compliance documentation and evidence is collected, maintained, and stored for audit readiness for the Region.
15%: Contract Management: Support and participate in contract development/award process. Collaborate with key stakeholders on the vendor bids, selection and contract process and implementation for the Region. Monitor the performance of contract resources to assure safe work practices, vegetation management procedures/standards adherence, and productivity consistent with Duke Energy Expectations.
5%: Training: Coordinate and provide as needed training of new and existing processes and technologies.
5%: As assigned: Storm role during emergency operations both local and enterprise wide as needed. Works independently on complex issues. Applying advanced knowledge and problem-solving skills to wide-ranging issues. Integrates industry knowledge related to data into everyday business practices and decision making.
Required/Basic Qualifications
• Associates degree in Engineering or• Associates degree in Forestry or• Associates degree in Other Technical• 7 years related work experience• In lieu of Associates degree(s) AND 7 year(s) related work experience listed above, High School/GED AND 10 year(s) related work experience• Pesticide Applicator License and/or ISA Arborist or Utility Arborist Certification for at least 3 years Pesticide License (Customer Delivery Only) and/or Drivers License
Desired Qualifications
• Bachelors degree in Other Technical or• Bachelors degree in Engineering or• Bachelors degree in Forestry• In addition to desired degree, 5 years related work experience• Project Management Professional and/or Certified GIS Professional and/or Certified Forester
Additional Preferred Qualifications
Possess working knowledge of how VM affects the safety and reliability of the electrical system.
Demonstrated experience extracting and interpreting vegetation management data.
Utility Arborists Certification
Utility Experience – Working knowledge to proficiency
Project related work experience
Familiarity with GIS databases and other Geospacial systems
Construction Management knowledge
Demonstrated ability to implement vegetation management methods, processes and procedures and train and develop other foresters in the implementation of the same
Demonstrated organizational and time management skills
Demonstrated effective communication and customer relation skills, both verbal and written
Demonstrated ability to evaluate program effectiveness
