Job Summary

Produces professionally written, customer-focused, persuasive proposal content within a dynamic, deadline-driven business environment. Develops compelling content that clearly articulates Bechtel’s value proposition, with the proven ability to translate specific technical information into approachable text that aligns with the customer’s requirements, terminology, and expectations. Proposal experience with DOE, DOD, and other Government customers, including leading and developing proposal volumes. Leads proposal narrative development for presentations, RFPs, and other marketing and qualification documents for Bechtel customers across diverse industry sectors and regions. As assigned, leads, manages, and coordinates small to medium sized qualification packages (EOIs, RFIs, RFQs) and presentations through submittal. Must be an exceptional writer and communicator with the ability to create proposal content by first understanding client requirements and then working in collaboration with subject matter experts (SMEs) to draft original content or tailor existing materials to ensure content is compliant, accurate, and promotes Bechtel’s competitive differentiators and advantages. Able to work with graphic designers to turn complex ideas and text into graphics. Must be able to work to strict deadlines; effectively communicate with clients, partners, and fellow employees; manage multiple priorities; and be flexible and comfortable working in a fast paced, results-oriented environment. #LI-MK1

Job Dimensions

A. Supervision Received

  • Reports to and receives operational guidance from Manager of Proposals. During active proposals, receives daily direction from the Proposal Manager.

B. Supervision Exercised

  • Provides direction and guidance to administrative support staff, graphic designers, and proposal writers.

C. Contacts

  • Coordinates with Manager of Proposals to arrange support services when needed including graphic artists, subject matter experts (SMEs), administrative support, and production services.

  • As the lead on a particular section or volume of a proposal, coordinates with Proposal Manager on strategy and goals for that section.

  • Coordinates with project managers and functional resources as needed to obtain input necessary for functional processes and approaches, past performance, corporate initiatives, and company resumes.

Major Responsibilities

  • Leading the development of engaging, customer-focused proposal and other written content including:

  • Writing and editing persuasive, accurate content including executive summaries, technical approach, past performance / experience sections, and functional / discipline-specific technical sections in coordination with SMEs. Identifying and re-working existing pre-written content where relevant.

  • Assisting the Proposal Manager in developing a compliant, customer-focused response strategy for assigned proposal volumes and sections.

  • Delivering completed proposal content to the Proposal Manager or other stakeholders by the agreed deadline(s), escalating issues as required.

  • Interviewing and working closely with subject matter experts to develop proposal content, while ensuring drafted content aligns with the proposal’s win strategy and technical solution.

  • Participating in and leading storyboard or other planning sessions.

  • Working with graphics designers to develop graphics to support written content.

  • Dispositioning color team reviewer comments of draft content, developing color team recovery plan, and finalizing document by incorporating comments.

  • As Volume Lead, manages the preparation of an entire section / volume of a large, complex proposal supporting the assigned Proposal Manager including:

  • Assisting Proposal Manager with developing strategy / goals for the assigned section or volume.

  • Recommending resources needed for that section / volume to the Proposal Manager.

  • Translating customer requirements into annotated proposal outlines and content plans that are compliant with both customer and Bechtel requirements.

  • Writing content in coordination with SMEs and functional management / resources.

  • Supervising the work of all resources assigned to the section / volume including coaching on the proposal process, disseminating the strategy and goals, and overseeing progress and quality of work through frequent reviews.

  • Reviewing other sections or volumes to ensure compatibility of information across the proposal.

  • Supporting color team reviews, dispositioning reviewer comments, and developing review recovery plan.

  • Resolving comments on the section and finalizing all work submitted by the various section authors prior to submittal to the Proposal Manager for final incorporation into the overall proposal.

  • Supports post-proposal activities such as documenting and disseminating lessons learned, debriefing information, and proposal process improvement suggestions.

  • Maintains data, tools, and systems needed to support preparation of qualification documents and proposals (i.e., project description databases, resume databases, corporate / division / project statistics, commendation files, etc.). Develops generic proposal material.

  • Develops, manages, and coordinates qualification packages (EOIs, RFIs, RFQs), presentations, and other marketing materials as assigned.

Job Knowledge

  • Exceptional, demonstrated skills in developing persuasive written and oral communication, including excellence in writing / editing to maintain compliance with RFP requirements and relevancy to customer needs.

  • Ability to conceptualize effective graphics to present technical, organizational, or procedural material.

  • Experience in developing highly complex, persuasive written content including proposals, qualification documents, and customer presentations for various customers such as DOE, DOD, other government agencies, and commercial clients.

  • Thorough knowledge of all aspects of Bechtel capabilities, operations, history, experience, and approaches (or the ability to quickly learn and incorporate this knowledge).

  • Ability to support interpretation of RFP / solicitation requirements and proposal response strategy.

  • Proposal preparation processes and procedures, including Shipley Method and its variants; ability to flexibly utilize various processes and procedures dependent upon nature and scope of proposal effort.

  • Ability to work collaboratively and flexibly with colleagues, team members, and partners.

  • Demonstrated skill in preparing proposals, leading volumes, qualification documents, presentations, and other marketing materials.

  • Ability to think creatively in support of compelling proposal responses and other M&BD submittals.

  • Proficiency / expertise in Microsoft Word, Microsoft PowerPoint, and Adobe Acrobat; working knowledge of Microsoft Excel.

Education and Experience Requirements

  • Bachelor’s Degree or 8+ years of relevant experience in lieu of degree.

  • 5+ years of proposal / technical writing experience, including the Shipley method.

  • Exceptional technical writing and editing abilities, including knowledge of industry-wide best practices.

  • Experience serving as a Volume Lead on proposals.

  • Ability to work under pressure to meet multiple deadlines.

  • Strong, effective communication skills.

Required Knowledge, Skills, and Abilities

  • Ability to work unpredictable schedules, including overtime, weekends, and holidays as required; to meet proposal deadlines.

  • Ability to effectively lead and/or collaborate with diverse, multi-disciplinary teams of proposal personnel and train participants in required skills or procedures.

  • Ability to perform responsibilities with minimal supervision, with emphasis on independent creation of draft material.

  • Formal proposal writing training and education (e.g., APMP certification).

  • Knowledge of Engineering, Procurement, and Construction (EPC) industry, including customers, competitors, and partners.

  • Experience using advanced formatting features in Microsoft Word, including the ‘Styles’ panel.

  • Ability to travel to support proposal efforts as needed.
