Project Overview:
Bechtel is the licensing, engineering, procurement, and construction partner on multiple nuclear power projects and is looking for additional resources to support these projects within their Reston, Virginia office.
Job Summary:
Supervises project cost engineering, cost analysis and control which requires a high degree of technical skill and experience. Directs cost analysis and control activities. Directs the preparation and presentation of cost forecasts. Supports project organizational and administrative activities. Provides cost engineering/planning. Identifies, analyzes, and provides innovative solutions to cost engineering problems. #LI-LM1
Major Responsibilities:
Directs all cost control system development, maintenance, and monitoring activities.
Develops, interprets, and executes policy objectives and standards applicable to cost control and cost analysis activities.
Directs cost analysis and problem-solving activities and develops and executes policy objectives and standards applicable to cost analysis.
Directs cost reporting activities and provides guidance for the display and presentation of cost information.
Responsible for maintaining compliance with contractual and corporate cost control requirements.
Responsible for maintaining configuration control of the cost baseline and supporting the project’s baseline change control process.
Works with all departments to ensure understanding of cost related interactions and dependencies.
Prepares and coordinates the development of staffing and execution plans.
Prepares, coordinates, and directs cost engineering presentations to Bechtel and client management.
Conducts personnel performance reviews and career counseling.
Interviews candidates for employment and makes recommendations for employment decisions.
Education and Experience Requirements:
Requires bachelor's or master's degree (or international equivalent) and 13-15 years of relevant experience or 17-19 years of relevant work experience.
Must possess the legal right to work and remain in the United States without sponsorship.
Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.
Must be able to pass nuclear security screening requirements and be able to obtain and maintain unescorted access to a nuclear power facility.
Required Knowledge and Skills:
Demonstrated advanced capability level with cost processors and experience in their application on complex engineering and construction projects.
Experience and demonstrated skill in directing cost engineering functions, including cost estimating, cost control, and cost analysis.
Experience and demonstrated skill in establishing criteria for project controls activities.
Skilled in direction, personnel administration, and training of technical and non-technical personnel.
Skilled in oral and written communication, with demonstrated skill in presenting cost engineering information to management/clients.
Demonstrated skill in identifying, analyzing, and solving problems.
Knowledgeable about current industry and technical developments.
Advanced level of knowledge of engineering, procurement, contracts, construction, and startup work processes.
Knowledge of engineering and construction management customarily acquired over time through specialized instruction or practical experience.
Ten years or more experience in senior level cost leadership roles directing cost programs on complex EPC projects.
Proven track record of successful project controls cost control and analysis delivery.
Demonstrated flexibility to respond to urgent project requests and/or changing priorities.
Demonstrated ability to work with people of varied backgrounds and objectives.
