Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) procurement prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine production process and develop a national strategic functional dry docks plan across the US. New submarine production is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and the shipbuilders to support capital investments required to provide ship building and repairs facilities optimization, and industrial equipment to meet this surging demand. The U.S. Navy SWIB procurement will develop strategies to streamline facility builds or accelerate its investments in existing shipbuilding facilities, footprint, and machines/fixtures to achieve the 1 Columbia Class and 2 Virginia Class submarines per year production rate while also sustaining the existing fleet. This project spans several supporting activities and sub-objectives, in close partnership and coordination with the prime Blueforge Alliance, NAVSEA 04, the 4 public Navy shipyards, General Dynamics Electric Boat, and Newport News Shipbuilding. The following list are activities and objectives that are the focus of this project:

  • Develop a national strategic functional dry dock plan across public and private shipyards.

  • Determine both a near term critical equipment modernization roadmap and a long-term equipment modernization lifecycle.

  • Generate and implement strategies to accelerate current shipbuilding facility expansion.

  • Implement shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.

  • Assist shipbuilders in determining methodologies for reducing inventory space requirements.

Job Summary:

The Integrated Master Scheduler plays a key role in a dynamic Project Controls team. The position is responsible for supporting planning and scheduling requirements, processes, and practices for the project in line with corporate procedures and customer requirements. The role provides coaching and technical guidance to the project team on a wide range of planning and Project Controls topics, establishing an innovative and rewarding team environment that delivers a compliant, functional, and integrated project plan that supports project execution. The Integrated Master Scheduler also plays a hands-on role in developing solutions to complex technical and project execution challenges, assuring schedule accuracy and reliability (both in meetings and through schedule health analytics), and analysis of the forecast schedule needed to deliver value in the project execution management and decision-making process.

This position will be full-time telework and will require travel of 25-30% of the year, which entails site visits to the various shipyards across the United States and in-office visits to Reston, VA. The position is contingent upon project award.

Major Responsibilities:

  • Collaborates with Project and Corporate Project Controls Management to develop and establish the general schedule philosophy for the project and implementing that philosophy through preparation and issuance of clear procedures, desktop instructions, and guidance communication to all levels of the project team.

  • Assures compliance with contractual and corporate schedule requirements, including those elements related to the project’s Earned Value Management System

  • Supports the development and integration of portions of the schedule into the project’s integrated master schedule, including regular schedule status and maintenance activities.

  • Maintains configuration control of the baseline schedule, and supports the baseline change control process

  • Works with all levels of management across all project departments to ensure understanding of schedule interactions and dependencies. Identifies schedule considerations and problems resulting from interdisciplinary or group restraints and interfaces

  • Supports the production of all schedule related reporting for the project, including:

  • Management level schedule review meetings both routine and special purpose

  • Management level summary schedules, e.g. Level I, Level II, and Project Milestones reports

  • Month-end and mid-period schedule review packages and meetings

  • Monthly schedule analysis reports to corporate, project, and customer management

  • Float and variance analysis, including review and concurrence with Critical and near-critical paths

  • Schedule health and integrity analysis reports using manual tests and packaged software applications common in the industry

  • Supports the integration of Engineering, Procurement, Construction, Start-up, and Operations work scope into the total project plan, including:

  • Identifying key interfaces with internal and external entities

  • Tracking of progress on meaningful intermediate milestones through all phases of project execution

  • Studying problem areas of the schedule and recommending alternatives for schedule improvement

  • Developing schedule recovery plans, including time impact and cost/benefit analysis

  • Validation of activity durations and logic (both essential and preferential)

  • Resource loading and leveling, including development and production of curves for staff / resource planning and visibility of design, procurement, and installation integration and progress

  • Supports schedule risk analysis for establishment of schedule margin requirements in the baseline and understanding of schedule risk exposure in the forecast using a combination of management judgment and results from Monte Carlo risk analysis software such as Primavera Risk Analysis (PRA) or Acumen Risk.

  • Supports and documents the project schedule requirements and database settings, such as:

  • Maintaining the project WBS and WBS dictionary in accordance with project scope of work

  • Maintaining code field integration with Cost System and estimate structure

  • Maintaining resource dictionaries and calendar settings

  • Maintaining mandatory code field parameters and a data dictionary

Education and Experience Requirements:

  • Bachelor’s degree and 5 - 8 years of experience, or 9 - 12 years of relevant work experience.

  • This role requires a facility-specific clearance that requires U.S. Citizenship.

  • Must be able to complete and pass a pre-employment drug screen and background check including verification of employment, education, and travel.

  • Must be able to obtain a site security badge for access to the worksites.

Required Knowledge and Skills:

  • Advanced knowledge and experience with:

  • Developing and maintaining schedules using Primavera P6 software.

  • DOD, DOE or other government related EPC project principles and procedures related to scheduling.

  • Project Controls general technical skills.

  • Intermediate knowledge and experience with:

  • Maintaining schedule requirements, procedures, or guidance documents.

  • Office and other standard industry productivity software tools.

  • Project management practices used in the major construction industry.

  • Engineering, procurement, construction, startup, and contract management work processes.

  • Skilled in oral and written communication.

  • Ability to work independently and as part of team to meet project requirements.

  • Flexibility to respond to urgent project requests and/or changing priorities.

Preferred Qualifications:

  • Previous Bechtel and/or DOD, DOE, or nuclear project experience.

  • Primavera P6 experience on major Engineering, Procurement, and Construction projects

  • Experience in cross project coordination.

  • Knowledge of Engineering, Procurement, and Construction productivity and unit rate reporting / analysis.

  • Experience in multiple Project Controls roles and disciplines or other functions.
