Project Overview:

Bechtel and Deloitte (Submarine Workforce Industrial Base (SWIB) prime contractor) are partnering with the US Navy on a one-of-a-kind opportunity to streamline and optimize the submarine construction and maintenance. New submarine construction is critical to the Navy and Nation and ship building plans call for greater production (by tonnage) than at any point since World War II. To meet this demand, the Navy is working with industry and shipbuilders to support capital investments required to provide shipbuilding and repairs facilities optimization to achieve the 1 Columbia Class and 2 Virgina Class submarines per year rate while sustaining the existing fleet.

This project spans several supporting activities and sub-objectives, in close coordination with the prime, NAVSEA 04, submarine shipyards. Below are activities and objectives that are the focus of this project:

a. National strategic functional dry dock plan across all shipyards.

b. Near term and long-term critical equipment modernization lifecycles.

c. Strategies to accelerate current shipbuilding facility expansion.

d. Shipbuilding facility layout changes to optimize production and decrease shipbuilding and maintenance timelines.

e. Assist shipbuilders in determining methodologies for reducing inventory space requirements.

This position is full-time telework and require travel of 25-30% of the year, for site visits to the various shipyards and in-office visits to Reston, VA.

This position will bring procurement, supply chain, and logistics experience and expertise to the project and involved in developing the assessment “toolbox” for the project tasks at each facility. Lead the supply chain portion and participate in assessments and development of strategies and recommendations. This positions focus is on material procurement, delivery, receipt, inspection, warehousing, and storage. The position is contingent upon project award and funding.

Job Summary:

This position will support the SWIB project by tele-work and from Reston, VA. Performs duties using experience in purchasing/supply chain, to support data gathering and analysis to make recommendations for optimizing the submarine constructing and maintaining shipyards. Performs assessment, evaluation, and analysis of the Navy’s supply chain processes at each facility. Develops and monitors assessments and evaluation of Navy Shipyards in the supply chain and logistics parts of the project. Participates in the planning, work hour calculations and budgeting as it relates to project assessments and recommendations. Participates in the development, updating and customization of the project’s procedures. Prepares, maintains, and monitors engagements with all shipyard and Navy personnel related to all procurement/supply chain functions and other operational groups. Communicates with Navy Shipyard and supplier personnel, as needed to achieve required project needs. Works closely and communicates with project Engineering to integrate assessments, recommendations, and strategies. Engages in review of the proposed recommendations related to supply chain area of responsibility. Provides training and guidance to other purchasing/supply chain personnel regarding all aspects of formation and administration of assessments, recommendation, and strategy. Monitors billing for compliance. #LI-SF1

Major Responsibilities:

  • Reports to and receives operational direction from the Equipment Roadmap Lead and/or the Inventory Optimization Lead.

  • May provide training and guidance to other project and Supply Chain personnel as required.

  • Maintains working relationships with project, Navy client personnel on site and project discipline personnel to perform assigned duties.

  • Maintains contacts with global business unit personnel, including functional supervisors, to maintain an awareness of the performance and operating problems on other Bechtel projects.

Basic Qualifications:

  • Requires a University Hire with 1-2 years of experience or 5-6 years of relevant work experience

  • Must be a U.S Citizen

  • Must have a DOD clearance or the ability to obtain one

Required Knowledge, Skills, and Abilities:

  • Proficiency and experience in the formation and administration of purchase orders.

  • Proficiency and experience with US Navy material for construction and maintenance of US Navy submarines, including purchasing, inventory management, material requirements, Submarine Safety Program (SUBSAFE) quality assurance program is desirable but not required.

  • Basic understanding with the US Navy Supply System and National Stock System is desirable but not required.

  • Basic knowledge in phases of procurement including knowledge of and skill in communicating effectively with suppliers, bidder prequalification, preparation of bidders list, compilation of bid requests, knowledge of the US Naval Supply System or applicable commercial legislation, negotiation of contracted terms.

  • Proficiency in monitoring supplier performance, and the resolution of claims and disputes.
