Project Overview

We are designing and building a one-of-a-kind facility that will turn radioactive and chemical waste left over from World War II and Cold War plutonium production into a form safe for disposal. Your efforts will help protect the nearby Columbia River and the communities, salmon, and wildlife along its shorelines throughout the Northwest.

Sitting at the confluence of the Columbia, Snake and Yakima rivers near two mountain ranges, our community provides access to year-round outdoor recreation, 300 days of sun a year, more than 200 wineries within a 50-mile radius, and the amenities of large cities just a three-hour drive (or short flight) to Seattle and Portland.

This position is a full-time role located in the Richland, Washington project office, and works a 9/80 schedule, offering every other Friday off.

Position Summary

Bechtel National, Inc. (“BNI”) is seeking an experienced professional to fill the role of Chief Compliance Officer (“CCO”) for the Hanford Waste Treatment and Immobilization Plant (“WTP”). This individual will report to the Project Director and will be responsible for assuring BNI’s and its teaming subcontractors’ compliance with the WTP contract, policies, procedures and agreements.

Responsibilities

  • The CCO will identify deficiencies or opportunities for improvement and oversee and validate the implementation of corrective actions.

  • This position will work closely with corporate leadership and an Independent Compliance Reviewer as well as external agencies such as the Department of Energy, Office of Inspector General and require a deep understanding of how work is planned and performed at WTP.

  • The position will be located either at the WTP Project Office in Richland, Washington, or at the WTP worksite approximately 22 miles north of Richland.

Qualifications and Skills

Basic Qualifications

  • Level 1 - Bachelor’s or master’s degree and 15+ years of relevant experience or 19+ years of relevant work experience

  • Level 2 - Bachelor’s or master’s degree and 18+ years of relevant experience or 22+ years of relevant work experience

  • Substantial prior experience (18+ years) with government contracts and major construction and/or operations and maintenance projects, including experience with United States Department of Energy projects.

  • Proven experience presenting complex and confidential information to executive management.

  • Demonstrated ability to engage collaboratively with strong interpersonal skills.

  • Experience with labor planning, labor utilization, management and supervision of labor, time-charging systems for recording labor charges, labor billing practices, or the review and/or validation of same.

  • Knowledge of all or some combination of the Federal Acquisition Regulation, the Department of Energy Acquisition Regulation, Generally Accepted Government Auditing Standards, the Institute of Internal Auditors Standards, and Generally Accepted Accounting Principles.

  • An understanding of federal, state, and local contracting requirements.

  • Familiarity with government contractor compliance standards.

  • General awareness of federal, state, and local labor laws and regulations.

  • Must possess the right to work and remain in the United States without sponsorship.

Minimum Qualifications

  • Must be able to complete and pass a pre-employment drug screen, physical (if located at the construction site), and background check which includes verification of employment and education.

  • Must be able to obtain a Department of Energy badge for access to the Hanford Site. (Even if teleworking, must still be able to comply with security requirements to obtain a badge)

Preferred Qualifications

  • Prior experience with project controls preferred.

  • Prior audit, legal or government contract oversight/administration experience is preferred.
