Project Overview:
Bechtel is designing, constructing, and commissioning the world’s largest radioactive waste treatment plant for the U.S. Department of Energy (DOE) at the Hanford Site in southeastern Washington State. The Hanford Tank Waste Treatment and Immobilization Plant will use vitrification technology to process and solidify 56 million gallons (210 million liters) of radioactive and chemical waste stored at the Hanford site, which is a byproduct of plutonium production during World War II and the Cold War era. The project is the largest undertaking of its kind and one of DOE’s most technically challenging cleanup projects. Its construction spans 65 acres (26 hectares) with four major nuclear facilities Pretreatment, Low-Activity Waste Vitrification, High-Level Waste (HLW) Vitrification and Analytical Laboratory as well as operations and maintenance buildings, utilities, other support facilities.
Job Summary:
Under limited supervision, this role will assist in the development and implementation of emergency preparedness plans for the HLW Construction Facility, ensuring compliance with DOE regulations and directives. Specific responsibilities will include moderately complex technical work focused on training emergency response personnel and developing and facilitating drills for HLW.
This position is located at the Construction Site (22 miles north of Richland) and works a 4 x 10 schedule, M-Th, 6:30 a.m. to 5 p.m. Selected applicant needs to be able and willing to work weekends as needed. The Waste Treatment Completion Company (WTCC) is a limited liability corporation created by Bechtel National Inc. (BNI). WTCC is a subcontractor to BNI, the prime contractor, to deliver the construction, turnover, startup, and commissioning activities for the WTP project. #LI-EH1
Major Responsibilities:
Support the Waste Treatment Plant Nuclear Safety Quality Culture by emphasizing the values of safety and quality in the performance of work to protect self, others, and the environment
Contributes to the effective implementation of HLW policies and procedures.
Ensures compliance with contract stipulations and obligations.
Develop, conduct and evaluate EP drills/exercises for Facility Emergency Response Organization (FERO) proficiency
Lead pre- and post-drill briefings.
Develop and author comprehensive drill reports, including recommended corrective actions.
Prepare, revise, and maintain emergency preparedness plans, controls, procedures, and instructions to ensure their currency and effectiveness.
Develop, revise FERO training program and conduct training for FERO
Track Emergency Response/FERO Performance indicators and provide resolution for negative trends
Conduct field surveillances and self-assessments on Emergency Management Program requirements as directed
Assist in the corrective action management process and follow-up as required.
Participate in the Hanford Site Exercise Program.
Serve as a member of the Hanford Site Emergency Operations Center (EOC).
As business needs dictate, may be assigned additional tasks or responsibilities at the discretion of the department supervisor.
In the absence of the Emergency Preparedness Manager, may be called upon to fulfill their duties and responsibilities.
Education and Experience Requirements:
- Bachelor of Science degree in Emergency Management, Project Management, or a related field with 5-8 years of experience or 9-12 years of related experience.
Required Knowledge and Skills:
Knowledge and proficiency in the use of software applications such as Microsoft Office (i.e. Word, Excel, Access, PowerPoint, and Outlook).
Must be a self-starter with the ability to lead working groups or integrate into a working group under the leadership of a peer or manager.
Excellent oral and written communications skills, including strong proofing/editing.
Ability to analyze information for studies and report. Must be able to cope with conflicting deadlines, frequent interruptions, multiple tasks and changing priorities.
Must possess interpersonal skills, discretion, and professionalism to establish and maintain effective relationships with all levels of management, peers, customers and offsite agencies.
Experience in interpretation and implementation of U.S. Department of Energy Federal Regulations, Orders and Guides related to Emergency Preparedness is preferred.
Must be able to complete and pass a pre-employment drug screen, physical, and background check which includes verification of employment and education.
Must be able to obtain a Department of Energy badge for access to the Hanford Site.
Must possess the right to work and remain in the US without sponsorship.
