Job Description

OVERVIEW:

The position may be at any of the I&S locations. It will lead the BAE Systems Government Property oversight function, which will have direct oversight responsibility over the other Government Property Administrators located at different sites. The selected candidate will be involved with and responsible for a broad range of government property oversight matters, including administrative control, management, and accountability of BAE Systems Government Property in all life-cycle processes, including written procedures, self-assessments, receipt and issue system, physical inventory, subcontractor reviews, reports, relief of stewardship, declaration of excess, storage commingling, disposal, and property closeout.

IMPACT:

Leads the Government Property Management function, including problem resolution and acting as liaison with programs, procurement, contracts, corporate entities, and other functions.

Ensures the Property Management System complies with the terms and conditions of DFARS 252.245-7003-Contactor Property Management System Administration.

Responsible for the Governance and Compliance of the Government Property Management System as the Owner. Develops input and participates in briefs to the I&S Business System Sponsor, Director of Government Compliance, and the Inc. CFO when scheduled.

Provide input to the Business System Score Card for TSS Inc. I&S Segment, Government Property, when requested by the Director of Government Compliance. Input covers People, Process/Tools, Relationship, and Business System Status.

Manages and maintains a self-assessment program to perform periodic internal reviews, surveillance, self-assessment, or audits. Significant findings or results of such reviews and audits pertaining to Government property shall be made available to the Contracting Office Property Administrator.

Assists in appropriate phases of the Government s survey of a Line of Business, (LOB) site s Government Property Management System. Assures that deficiencies noted during the survey are immediately addressed by informing the responsible supervisors of the findings, recommending solutions, and assisting in the development and implementation of the corrective action plan.

Writes correspondence to internal and external customers, vendors, and DCMA personnel. Prepare draft procedure changes to implement FAR/DFARS requirements or locally directed management changes. Prepare status reports to management on departmental activities.

Provides the initial, final determination letter and corrective action plan, if applicable, to the Contracting Officer Property Administrator when surveillance, self-assessment, or audit determined acceptable with non-significant deficiencies or non-acceptable annually by January 15 th of each year.

Acts as the Sunflower Systems Administrator for maintaining desktop guides and configuring Sunflower applications and setup.

Coordinates and submits requests for use of receipt and issue system for Government material from the Contracting Office Property Administrator for approval.

Coordinates and collects from programs a Government Property Inventory Projected Plan to document projected inventory start and completion dates by March 31 st of each year.

Coordinates and submits requests for final inventory waiver within 90 to 60 days before contract completion or contract termination in whole or in part to the to the Contracting Office Property Administrator for approval.

Reports annual physical inventory results to the Contracting Office Property Administrator no later than end of January each calendar year.

Responsible for scheduling and performing Subcontractor Reviews of the supplier s property management system based on risk rating or as conditions warrant. As soon as the program reports initial facts, report the loss of Government property to the Contracting Office Property Administrator. Upon completion of investigation, submit final loss report per contract terms and conditions. Absent contract terms & conditions for property disposition, establish case in the Procurement Integrated Enterprise Environment (PIEE) for the Plant Clearance Officer to provide disposition instructions on excess property.

Coordinates and submits requests to commingle Government material with material not owned by the Government to the Contracting Office Property Administrator for approval.

Submits the Government Property Completion Certification within 30 workdays to report all property closeout actions are complete to the Contracting Officer Property Administrator, Contract Administrator, and prime contractor.

Provides a productive team environment through coaching and motivating team members.

Ensures Government Property Management is included in cross-functional teams where the outcomes may affect Government Property Management.

Develop and design training on company policy for handling government property to direct reports and other functional areas to including but not limited to Government Property Representatives, Contracts, Program Management and Procurement.

Prepares internal and external reports pertaining to government property. Maintain auditable backup data and files e.g. Self-assessment reports, subcontractor audits, loss of Government property reports, physical Inventory reports, inventory adjustment vouchers, Government property disposition reports, Government property completion certificates, corrective action plans, Government property management system approval letters, etc.

Direct interface with Government agencies on Government Property Audits, transfers, closeouts, inventories and other inquires for all cognizant prime and subcontracts.

Reviews vendor/subcontractor s control of government property in coordination with the Purchasing, Subcontracts Departments, and Program Management. This may be accomplished through site visits.

Provide government property guidance on all new business proposals or contract awards.

Ensures compliance with company policy and procedures, contractual and FAR/DFARS requirements.

Interfaces with other functions to ensure property record keeping and reporting.

Responsible for detailed review tasks for specific government property elements.

Responsible for resolving complex systems problems. Analyze current practices for deficiencies and determines potential corrective action. Develop strategies, testing and analysis methods for more complex problems with limited guidance from management. Develops practical and economic solutions to property problems with high complexity in compliance with given requirements.

Responsible for preparing presentations for internal/external peers, and customers.

Participates and lead work groups.

Performs all managerial duties as needed.

Demonstrates independence in establishing property requirements from regulations.

Identifies property issues and implement potential practical and simple solutions.

Directs the work of less senior personnel.

Maintains an awareness of regulatory changes and their impact on contracts.

Leads coordination efforts with the other Business unit Government Property Managers within the sector to ensure coordination of deliverables to DCMA or other US government agency property administrators.

Required Education, Experience, & Skills

Preferred Minimum Education / Experience: College Degree including 6 years as a Property Administrator and 1 year of leadership experience.

Preferred Education / Experience: Prefer relevant bachelor s degree.

Preferred 3 years of leadership experience as a team lead, supervisor, or manager.

Prefer knowledge of PIEE.

Certification in National Property Management Association (NPMA).

Prefer Experience in a Defense Contracting environment.

Preferred Education, Experience, & Skills

Minimum Knowledge, Skills, Abilities: Solid working knowledge of FAR part 52.245-1 and 45, DFARS part 245 and other contract clauses impacting government property.

Pay Information

Full-Time Salary Range: $113080 - $192280
