Job Summary

Employ extensive knowledge of Market Access Rule 15c3-5 testing. Understand regulatory supervision of control testing in Market Access and be able to complete and map all testing scripts and coordinate with Firm policy and regulatory requirements. Employ skills in industry regulations, control testing logic, data analysis, business needs, system controls, and operations of the Equity and Options sales and trading. Review Market Access day-to-day trading activity control alerts, and alerts for Global Equities Trading desk. Obtain thorough understanding of the business requirements for controls and testing of Market Access Rule 15c3-5. Responsible for testing of the systems used in trading, to ensure compliance with regulation in Market Access Rule 15c3-5, and report to supervision and Market access committee. Interact with regulatory agencies, business personnel, and industry colleagues to provide comprehensive solutions to complex issues.

Essential Duties and Responsibilities

  • Complete and document quarterly/semi-annual or annual testing for each/all Market Access controls.

  • Market Access Committee (“MAR Committee”)– Write agendas, distribute notes to committee members and present any changes as needed to the Market Access Committee (e.g., testing, system controls etc.) for Global Equities (“GE”).

  • Identify data requirements to maintain controls and ensure they are managed properly.

  • Manage Market Access controls and properly document rationale for any changes that amongst other things stems from trade history.

  • Raise issues to the Controls working group (a subgroup of the GE MAR Committee) and upper management of any issues, changes or concerns in the testing, also support requests of auditors or examiners.

  • Ensure applicable systems are aligned with their controls through amongst other things verifying the accuracy of data on a regular basis.

  • Verify Market Access controls employed, ensure their alignment going forward; recommend new/additional tests to Supervision with respect to any change in controls. Tests should be altered over time to mirror changes in the business, products and or regulations.

  • Assist with requirements to build the Market Access Controls database and maintain it when completed.

  • Document the rationale for each control including data analysis of trade activity to support why each control is set at a particular level.

  • Conduct and support vendor alert log testing.

  • Create repository of Desktop Procedures.

  • Serve as a member of the Supervision team to ensure goals and initiatives for the GE strategic supervision program are achieved.

  • Collect and review internal and external market data to ensure compliance with Market Access,

  • Monitor and stay up to date with regulations about trading activity that would impact GE markets

and applies them accordingly.

  • Ensure GE has proper Written Supervisory Procedures per regulations (e.g., FINRA

Rule 3110).

  • Develops strong relationships with Control partners across the organization including the GE

Business Unit Risk Manager, Compliance, Legal, Operations and Risk Management departments.

  • Performs other duties and responsibilities as assigned.

Knowledge, Skills, and Abilities

Knowledge of

  • Securities trading, Rules, and regulations of the SEC, and FINRA.

  • Detailed knowledge of securities supervisory concepts, FINRA Rule 3110 and how it relates to RJ

policy and practice.

  • Proficient in, SEC Market Access Rule 15c 3-5.

  • Trading and supervision of Global institutional Equity and Options trade desk.

  • Company’s working structure, policies, mission, and strategies.

  • General office practices, procedures, and methods.

Skill in

  • High order reasoning and decision-making, involving the interpretation of regulatory rules and compliance policies.

  • Understanding regulatory rules and regulations and applying to practical and active trading, reporting and processes.

Educational/Previous Experience Requirements

  • Bachelor’s degree (B.A) in a related discipline and five (5) years of experience in

supervisory/regulatory functions in the financial services industry.

  • Bachelor’s degree (B.A/B.S.) in a related discipline and minimum of eight (8) years of experience in Supervision and/or the financial services industry.

  • Relevant regulatory experience with FINRA or SEC regulations. or

  • OR

  • Any equivalent combination of experience, education, and/or training approved by Human

Resources.

  • Any equivalent combination of experience, education, and/or training.

Licenses/Certifications

  • SIE required provided that an exemption or grandfathering cannot be applied.

  • Preferred FINRA Series 7, 24, and 57 licenses.

  • Appropriate series license(s) for assigned functional area preferred or the ability to obtain within an established timeframe.

  • Additional licenses/certifications demonstrating the candidate’s knowledge/expertise in industry regulation and concepts preferred.

Travel Required: Yes, 20 % of the time.
