The Opportunity

The Director – Enterprise Resiliency Governance, Risk, and Tools is responsible for developing first line of defense controls, risk programs and framework for the Enterprise. Oversees the implementation and maintenance of the governance framework to include internal and external. Responsible for the governance, administration of compliance and operational documents and operating procedures. This role also establishes and monitors key performance and risk indicators/metrics for line of business or staff agency to assist with the early identification of risk trends as first line of defense. Additionally, the position is responsible for selection, maintenance, contract, and managing funding for the Enterprise resilience tool.

As a dedicated Director, Business Continuation , you will oversee a team responsible for enterprise incident management and crisis response and/or the identification, analysis, strategy and plan development and oversight of the Operational Resiliency and Business Continuation program for disruptions caused by natural disasters, technology, third-party, cyber, data and critical infrastructure events. Accountable for overseeing process improvements, engaged in industry forums and manages existing and emerging business disruptions by appropriately identifying the risks and ensuring adequate risk mitigation strategies and contingency plans are designed and in place to protect employees, assets, and the financial well-being of USAA’s membership. Serves as a business continuation subject matter expert to include state and federal regulations. Partners with the lines of business, Information Technology, Compliance and Risk Management, Audit Services, Legal, and Regulators to support business continuation-based initiatives.

We offer a flexible work environment that requires an individual to be in the office 4 days per week. This position can be based in one of the following locations: San Antonio, TX, Plano, TX, Phoenix, AZ, Colorado Springs, CO, Charlotte, NC, Chesapeake, VA or Tampa, FL. Relocation assistance is not available for this position.

What you'll do:

  • Directs staff and initiatives that support business continuity programs, to include incident management and crisis response; business continuity risk identification and analysis; development and oversight of business continuity strategies and plans; exercise and test development and implementation and governance.

  • Responsible for business continuity program goals, inclusive of the development and reporting against metrics and key risk and performance indicators, meant to provide early warnings of potential existing and emerging operational risks and supports continuous program improvement.

  • Assists the Business Continuation senior leader in assessing USAA's compliance with all applicable business continuity requirements.

  • Oversees the review of business continuity requirements to include analysis of business impact and operational risk assessments for enacted state and federal laws and regulations and recommends company actions to ensure regulatory compliance.

  • Partners with key stakeholders in the business and oversees the ongoing supervision of business controls including business continuity assessments, identifying and evaluating control effectiveness and control failures, facilitating remediation, market conduct exams, and monitoring the first line of defense to minimize business continuity exposure and strengthening the overall control environment.

  • Partners with senior business leaders to proactively identify strategic and tactical business continuity solutions and provides business continuation subject matter expertise for the enterprise, line of business or staff agency projects, processes and product initiatives.

  • Reviews, communicates and recommends the development of the enterprise business continuation policy, standard and procedures in partnership with the Business Continuation senior leader, staff agency and line of business senior leaders to ensure appropriateness and adequacy versus industry best practices and regulatory requirements.

  • Provides counsel to business unit managers on business continuation related issues to ensure they are considering business continuity implications.

  • Coordinates with other functional area, company, or staff agency compliance subject matter experts to ensure consistent business continuation programs and procedures are in place and in alignment with compliance policies and procedures.

  • Responsible for regular reporting on the status of business continuation activities and alerting senior management to potential breaches and compliance issues.

  • Builds and manages a high performing team of business continuation professionals through recruitment, training, coaching, performance management and other related managerial activities.

  • Ensures risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

What you have:

  • Bachelor’s degree; OR 4 years of related experience (in addition to the minimum years of experience required) may be substituted in lieu of degree.

  • 8 years of business and/or technology operations, business continuation, disaster recovery, emergency management, compliance, risk or regulatory experience with accountability for complex programs, processes or policies.

  • 3 years of direct team lead or people management experience.

  • 2 years of experience researching, designing and implementing business continuation, operational resiliency, compliance, risk or regulatory programs and initiatives.

  • Expert knowledge of relevant regulatory compliance, industry regulations, regulatory data sources and risk management practices.

  • Demonstrated experience collaborating, influencing decisions and facilitating cross- organizational programs, projects and joint planning groups to achieve enterprise strategic goals; includes technology, 3rd Party, Cyber, Data Management and Critical Infrastructure and key enterprise stakeholders.

  • Strong written and verbal communication skills, including the ability to communicate technical and complex analyses to a non-technical audience.

  • Active, or the ability to obtain a valid Associate Business Continuity Professional (ABCP) certification within first year of employment.

What sets you apart:

A successful candidate for this role will have 10 + years of experience in resiliency and risk management to include-

  • Leading a team of professionals who perform overall assessments of operational risks and controls, and conduct testing and analyses to identify, validate, and manage emerging risk exposures.

  • Ensuring risks associated with business activities are effectively identified, measured, monitored, and controlled in accordance with risk and compliance policies and procedures.

  • Providing thought leadership and subject matter expertise to guide the strategic direction of business continuity and resiliency trends, requirements and requests associated with Enterprise-wide development programs, projects and initiatives.

  • Leading extensive research efforts; provides analysis and reporting to identify, resolve, and report out on the most highly complex enterprise-wide business continuity and resiliency issues, gaps and incidents. Identifies information required to support business analysis and resolves issues, gaps and incidents and detect points of escalation.

  • Directing and overseeing the business with translating business continuity and resiliency related control deficiencies into actionable plans and provides strategic and tactical recommendations to minimize business continuity and resiliency risks and strengthen the overall control environment.

  • Managing contracts and technology tools for risk and resiliency

  • US military experience through military service or a military spouse/domestic partner [optional]

Compensation range: The salary range for this position is: $143,320.00 - $257,970.00 .

Compensation: USAA has an effective process for assessing market data and establishing ranges to ensure we remain competitive. You are paid within the salary range based on your experience and market data of the position. The actual salary for this role may vary by location.

Employees may be eligible for pay incentives based on overall corporate and individual performance and at the discretion of the USAA Board of Directors.
