JOB POSITION SUMMARY

Member of the Test Program Team, Ship Test Superintendent will coordinate and direct the testing activities of trades and subcontractors within their areas of responsibility to efficiently meet project testing safety, quality, schedule, and cost goals. Work with multiple departments and processes to support production test efforts across entire repair project avail team to support onboard system restoration, project testing execution, problem solving, planning, and process improvement. Will lead and facilitate teams through issues proactively related to ship systems restoration and required testing. Ship Test Supt will be required to provide training support across team/peers and interact with internal/external customers across the repair project. Directly responsible for the safe and efficient execution of testing activities and the safe shipboard conditions of the test areas of the assigned ship.

Performance for this position will be evaluated based on the overall success of the testing efforts for each assigned availability. Performance will be measured against predetermined testing safety, quality, schedule, and cost standards. Ship Test Supt will report to the Test Program Manager and be responsible for the availability they have been assigned to.

The Ship Test Supt works directly with the Ship Management Team, support Trades, Subcontractors, and QA Dept personnel to ensure overall project testing success. Ship Test Supt is an important part of the project team, and require background knowledge of ship repair process, a team-first mentality, and a positive attitude. Ship Test Supt has no direct reports but is responsible for the coordination and execution of the assigned ship testing. Ship Test Supt may be assigned more than one ship testing program at one time to manage, direct and coordinate testing, and provide reporting status of ship avail testing progress.

Essential Functions and Duties

  • Inspect and ensure safe working conditions and housekeeping of testing areas of the ship

  • Coordinate, chair and direct ship test meetings with customer, ships force, project managers, test analysts, and Trades/Subcontractors as required, communicating detail testing activities, testing requirements, and system restoration planning and execution

  • Maintain/develop new processes and procedures to promote safe, efficient testing activities

  • Review quality key performance indicators to evaluate and identify opportunities for improvement in the testing program

  • Support efficient execution of production testing by identifying and removing barriers; Identify corrective action for issues that develop from scheduling and executing testing activities

  • Coordinates the production and testing cycles to support availability; oversee TIP/OQE completion to support project quality requirements

  • Plan, communicate, and coordinate with ship test team a shipboard engineering plant system restoration plan, initial light-off of machinery and related testing

  • Monitor cost and schedule performance across all trades for assigned ship testing through Earned Value Management system at the Work Item and Test Activity level; evaluate performance weekly, and develop mitigation plans with trade/sub test personnel to resolve test coordinating and performance issues

  • Manage Subcontractor test activity execution on deck plates; work with Subcontract management team for contractual issues to resolve issues/delays related to testing

  • De-conflict trade/subcontractor issues, in alignment with overall test schedule goals

  • Support efforts to develop ship management plans (avail pre-start planning, test plan required reporting, work strategy, sequencing, test scheduling, etc.) with the facilities, planning, and production teams and support departments, including planning and scheduling of ship pier side testing, ship dock trial and sea trial event testing

  • Attend dock trial and underway sea trial testing events as required per ship avail, schedule trial testing events, and coordinating underway test events with all required personnel

  • Coordinate communication and feedback with customer (IDRs, CFRs, etc.) to resolve technical issues where additional test direction/guidance is required.

  • Understand and adhere to NAVSEA Standard Items (Repair), commercial standards and test documents as required.

  • Accomplish requirements of Navy standard item 009-67 for each assigned ship availability

  • Ability to deal with conflict in a collaborative working environment; support meetings and tasking as assigned by Test Program Manager/Ship Manager/Director of Operations

  • Support other duties and responsibilities as assigned

  • Bachelor's degree from an accredited college or university in Marine Engineering or Project Management, or similar field or equivalent combination of education and experience

  • Six (6) years ship repair experience to include managing cross-functional teams to deliver commitments, or equivalent combination of education and experience (experience to be considered in lieu of degree)

  • Knowledge of shipboard operating systems to lead and manage test requirements related to propulsion, electrical, auxiliary, combat, deck equipment weight testing, and other shipboard systems and machinery

  • Proponent of shipyard and shipboard safety requirements when planning and conducting testing, ensuring safety of personnel and equipment

  • Working knowledge of ship repair availability assigned key events and milestones, test and inspection plan (TIP) development, and work item test scheduling

  • Comprehension ability to understand problems and to collaborate to explore identification of solutions

  • Organization - ability to organize and prioritize own work schedule on short-term, and/or long-term basis, both for self and others

  • Reasoning & Decision Making - ability to prioritize work projects and requirements; ability to develop concepts, system restoration planning, test plans and schedules, and communicate them to others, and/or to project team members at all levels

  • Communication - regular requirements to use written and oral communication skills; interact with managers, staff, co-workers and others encountered in the course of work; ability to compose materials such as detailed reports and work related documents and communicate substantively about them either verbally or in writing; communicate interactively & make presentations effectively as a meeting facilitator

  • Strong planning and project management skills, with thorough knowledge of ship repair processes, shipboard system restoration, and test sequences

  • Government/Commercial New Construction Shipbuilding or Ship Repair experience

  • Knowledge of US Navy shipboard systems, operating experience of shipboard systems, and familiar with lighting off engineering plant machinery, systems, and shipboard testing

  • Familiar with Navy test documents including JFMM, TUM, GSO, the Navy s Total Ship Test Program, shipboard pipe, machinery, electrical test requirements and test procedures

  • Experience with shipboard system restoration during a ship repair availability, coordinate and oversee ship system and machinery testing for engineering and combat disciplines

  • Working knowledge of US Navy shipboard personnel and corresponding ship departments

  • Positive attitude, Team-oriented approach to problem solving

Pay Information

Full-Time Salary Range: $78760 - $133870

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
