Project Overview:

VTA's BART Silicon Valley Phase II Extension (BSVII) Project is a six-mile, four-station extension of the regional BART system from Berryessa/North through downtown San José to the City of Santa Clara, serving 55,000 weekday riders. The BSVII Project includes a six-mile extension from the existing Berryessa/North San José BART Station, with three underground station platforms, one ground-level station, and a new maintenance and storage facility.

Bechtel Infrastructure is providing Construction Management Services for the full scope of the program.

Job Summary:

In this role you will serve as overall lead of Bechtel’s team and reporting directly to the office of VTA’s Chief BART Delivery Officer. As Construction Director you will oversee all construction management activities including oversight of the construction management teams for each of the separate construction packages.

You will lead the team to develop goals, milestones, priorities, metrics, and execution plans. Your team

will monitor customer feedback, compliance, and project performance, ensuring that safety and sustainability goals are integrated. Your innovative recommendations for high quality work will help ensure customer satisfaction and will support new business development. This includes supervising the development of project scopes, budgets, and schedules, managing performance, reporting on progress, and initiating action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. #LI-JL1

Major Responsibilities:

  • Oversee construction to ensure production meets deadlines within budget guidelines and document the status of every phase of construction.

  • Review the testing, commissioning, and closeout of each Construction Package to ensure that BSVII meets VTA prescribed requirements within the CP-respective conformed contract documents.

  • This role will act as an extension of BSVII leadership staff; supporting and prioritizing BSVII’s goals and objectives.

  • Responsible for the planning, staffing, control, and management of the organization projects necessary for business execution and identifies opportunities for improvement or efficiencies

  • Develops and implements strategies meant to assist the business in meeting its most critical goals and objectives in the most efficient manner possible

  • Sets and manages project expectations

  • Ensures the efficient utilization of Bechtel resources towards business priorities and project performance

  • Serves as a liaison between project teams, external clients, or other functional areas of the organization

  • Sets and manages project expectations

  • Ensures work is completed on time and within established quality standards and provides reports to internal and external clients and/or project sponsors

Education and Experience Requirements:

  • Bachelor's or master's degree (or international equivalent) in construction management, engineering, or related field

  • 20+ years’ experience in construction of large rail transit infrastructure projects

  • Certified Construction Manager or registered Professional Engineer, PE in California preferred.

Required Knowledge and Skills:

  • Excellent verbal and written communication skills

  • Experience with design-build projects. Experience with progressive design-build projects is preferred

  • Excellent ability to proactively act upon and solve construction and contract issues

  • Advanced knowledge of construction management processes, means, and methods

  • Ability to analyze, manage, and mitigate risks

  • Experience setting targets, objectives, and responsibilities for all supervised staff

  • Experience recommending policy and procedure improvements

  • Experience monitoring performance against agreed criteria.

  • Strong ability to work with corporate functional oversight and reporting structure.

  • Experience with heavy civil, support of excavation work. Tunnel experience a plus but not required.

  • Experience managing program-wide priorities in a client-side support role

  • Understanding of US state and federal funding regimes and reporting requirements.

  • Experience with metro rail systems.
