BAE Systems Sr Open Source Collector in St. Louis, Missouri

Job Description

Staff must be able to employ safe searching principles in order to identify and collect geospatial Open Source data. Staff must also quantify the veracity of Open Source data and provide context and insight about cultural topics and entities that they collect against. The Open Source Collector must possess strong people skills as they will be responsible for mentoring junior Open Source Collectors and providing input on OS tools, tradecraft, and policy.

Duties:

Collect, research, evaluate, and compile publicly available information (PAI) in accordance with established NGA policies and procedures, including current storage policies, OPSEC protocols, and Intelligence Oversight (I0) Governance.

Lead the testing and development of automated tools and services.

Produce and disseminate NGA Open Source reports and alerts in accordance with established SOPs.

Populate activities in assigned performance management system (Currently JIRA)

Support timely responses to intelligence priorities, requests for information (RFIs) and other customer and mission needs. Tasks include:

o Regional target monitoring

o Language support

o Geolocating

o Data discovery and transfer

o Address coding

Contribute to the preparation of data release, analytical, observational, and technical reports and publications.

Mentor others on safe searching techniques, product creation, web browsing, advanced searching techniques and other facets of Open Source tradecraft and tools.

Mentor others on geolocating images.

Conduct Quality Control (QC) examinations of junior collector production.

Maintain proper file management in accordance with division standards.

Request and maintain access to security domain systems (SBU/NIPR, SecNet, NGANet).

Request, maintain access to, and utilize IC Open Source databases/portals (Tier 0).

Required Education, Experience, & Skills

BAE Systems OSINT Collectors are key participants in the analytic process, collectors provide detailed, hard to find information, to fill in gaps for key intelligence questions. Possessing the required skills is important to collecting the truly hard to find data.

6-10 years of work experience conducting Open Source Collection/Analysis or Geolocating images (Handheld photography, videos, etc.).

Advanced experience building/using Power Point slides, Excel spreadsheets, Email, and One Note Notebooks.

3 years of demonstrated work experience conducting safe searches (OPSEC) or 1 year of demonstrated work experience in cyber-security.

Experience directly engaging with IC partners/customers.

Ability to perform quality control for Open Source production (GNCs, Tippers, GOS reports).

Understands 10, Pll, and USPI standards and their relationship to Open Source

activities.

Preferred Education, Experience, & Skills

Experience coding web scrappers or crawlers.

Knowledge of geospatial technologies (ArcGIS, Google Earth, )Spy).

Knowledge of DoD/IC databases and services.

Knowledge of Common Open Source databases and Services.

Familiarity with social media.

Familiarity with JIRA.

Knowledge of NGA, DoD, and IC missions.

Ability to remain flexible to changing priorities and requirements from supervisors and customers.

Pay Information

Full-Time Salary Range: $83900 - $142600

However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
