Job Summary
Project Controls Specialist II (PCS-II) is a position is responsible for initiating and completing routine aspects of project control assignments including complex aspects of estimating, scheduling, change analysis and cost control. Therefore, the PCS-II is an essential member of a project team.
PCS-II supports Senior Project Controls Specialists and project managers on varying ranked projects in accordance with Project Management Center of Excellence (PMCoE) assignment criteria. The PCS-II is responsible for performing various aspects of project control assignments using prescribed methods and tools.
The position is considered to have advanced acumen in project controls principles, and requires a higher level of cognitive comprehension and application. Demonstration comes from extensive and diverse work experience, or less experience coupled with higher levels of formal education. It requires proficient use, understanding and application of project controls principles and associated project controls software tools.
Responsibilities
Generate Periodic Project Controls Analytics. Create periodic project analysis of gathered data through verification and validation in order to support project controls metrics. Responsible for distributing and archiving project controls analysis as appropriate.
Perform Change Control. Track, trend and initiate action for changes to the project scope, schedule and cost. Analyzes change requests, gains, approval, and distributes change requests in a manner compliant with internal governance, standards and procedures. PCS-II comprehends necessary changes and applies appropriate rules established for change control associated with contract terms and conditions.
Project Controls Benchmarking and Self Assessment Initiatives. Leads assigned benchmarking and self assessment initiatives relevant to project controls functions. Summarizes and communicates improvement opportunities, formulates adoption of Company and Industry best practices, incorporates actions to address gaps in performance
Expertise in Project Controls Methodologies. Aids Project Managers (PMs) in Work Breakdown Structures (WBS) development, project schedules, cost estimates, track and trend cash flow reports, change control documentation (scope, cost or schedule) and/or any reports associated with project controls. Tracks and reports project status performs variance, earned value and critical path analyses at a level appropriate for the project.
Create and Maintain Project Estimate. Work with Estimator(s) to create or create project cost estimate in order to establish effective cost controls management. Assurethat project estimate includes all necessary raw materials, resource / labor rates, manufactured materials / equipment as well as current industry data relative to project scope. Manage the estimate according to PMCoE Estimating Standard and review cycle.
Effective Team Participation. The PCS-II is responsible for maintaining effective relationships with customers, supports the resolution of quality issues and completes assignments (proposals, project tasks, reports, etc.) as negotiated. Displays proficiency in conflict resolution and reaching win-win outcomes among team members.
Basic/Required Qualifications
Associate's degree in Engineering, Project management, Finance, Business, or other related degree
In addition to associate's degree listed above, two (2) years minimum of related work experience
In lieu of associate's degree AND two (2) years minimum of related work experience, high school/GED AND five (5) years minimum of related work experience
Specific Requirements
Working Knowledge / Proficiency with project management / project controls concepts / computer applications such as scheduling software, financial tools, spreadsheets
Proven collaborative team member
Desired Qualifications
Prior Primavera experience
Prior experience with project controls
Prior project scheduling experience
Software such as MS Project/MS Office Suite, Primavera, Business Objects, Passport, Powerplant, Emax, Peoplesoft
Risk management tools / Monte Carlo analysis
Working Conditions
M - F, 8am - 5pm
Hybrid mobility classification - work will be performed from both remote and onsite locations after the onboarding period. However, hybrid employees should live within a reasonable commute to a Duke Energy facility.
