Project Overview:

Bechtel Renewables team is to deliver the project management, engineering, procurement, construction, startup, and testing services for a utility-scale PV solar project, located near the town of Tivoli in Refugio County, Texas. When completed, the project will span more than 3400 acres and generate up to 495 MWdc of power from approximately 850,000 highly efficient bifacial solar modules. The project is awaiting Limited/Final Notice to Proceed. This position is contingent upon that final award.

Job Summary:

The Deputy Project Field Engineer (PFE)/ Deputy CSU Manager will work across several disciplines and/or sub-contractors to support the planning, coordination and management of construction quality assurance, quality control and construction supervision, and Commissioning & Startup activities. They will provide technical direction to construction and startup engineers and superintendents, ensuring that jobsite operations meet design requirements and quality standards. The Deputy PFE/CSU Manager will report to the PFE/CSU Manager.

Major Responsibilities:

  • Technical responsibility for organizing, executing, and coordinating the startup team as directed.

  • Directs and monitors assigned startup and operations, including design review for plant operability, preparation of operations manuals, and coordination with construction and pre-commissioning and testing and execution of the startup.

  • Ensures compliance and supports Field Engineering with material verification, subcontract field support, field inspections, work package development and quantity tracking.

  • Prepares construction drawings and sketches.

  • Facilitates planning construction methods and procedures.

  • Participates in the planning and execution of testing, and administration activities (including LOTO and Completions Database)

  • Reviews and/or leads preparation of construction estimates, cost engineering studies, schedules, and budgets.

  • Directs and prepares quantity takeoffs of field purchased material and equipment.

  • Verifies commodities on quantity tracking systems or other database systems.

  • Ensures zero accident philosophy and requirements are implemented and adhered to by all when in the operational area, and tools and equipment are in safe condition and operated safely.

  • Tracks and maintains construction engineering records, including site permits and licenses.

  • Assists construction engineers and superintendents in interpreting design drawings, monitoring equipment installation, planning for delivery of construction materials and equipment, and assuring that proper warehousing and storage exists.

  • Preparation of system testing and turnover documentation, including scoped documents, test records, test procedures and other required documents.

  • Responsible for maintaining and ensuring punch list item data integrity.

  • Reviews and approves inspection test plans.

  • Reviews specifications, purchase orders, subcontracts, inspection reports, delivery schedules, instruction manuals and technical data.

  • Supervise and direct subcontractor personnel as required to support commissioning activities (e.g., meter and relay testing).

Education and Experience Requirements:

Required bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience​

Required Knowledge and Skills:

  • Knowledge of engineering and construction methods and processes

  • Display effective communication skills crucial to motivating team members and presenting plans clearly and concisely.

  • Computer literate in word processing, spreadsheet, and database applications.

  • Excellent problem-solving ability

  • Good organizational and time management skills

  • Ability to work on competing priorities to meet time-bound requirements

  • Leadership experience (small team) managing testing activities for a Bechtel project (any discipline, electrical preferred).

  • Display effective communication skills crucial to motivating team members and presenting plans clearly and concisely.

  • Five years' experience in the utility scale power generation & distribution industry, three of which have been in commissioning, maintenance, or operation of a combined cycle generation facility.

  • Solar power project experience desirable.

  • Must be able to obtain the right to work and remain the in the Unites States.
