Job Description Summary

The Senior Project Manager, Proposals coordinates the proposal (RFP, RFI, RFR, RFQ) response, taking ownership of the end-to-end bid process. The Senior Project Manager, Proposals is responsible for providing project management planning, strategic direction, execution and reporting. The PM is responsible for managing large, complex opportunities for the Rx, Employer and Health Plan lines of business. He or She coordinates with Sales on developing the value proposition, strategic/solution development as needed.

Job Description

  • Creates, executes, and maintains proposal work plans to meet changing needs and requirements.

  • Identifies and resolves complex technical, strategic, and business needs; escalates to the Senior Director as appropriate.

  • Establishes and manages proposal timelines and key milestones based on volume and complexity of current and anticipated proposal volumes.

  • Anticipates and identifies competing internal stakeholder priorities and resolves to protect plan deliverables.

  • Liaises with Sales, Underwriting, Operations, Clinical and Legal SMEs, identifying items/requirements that fall within their area of purview; to ensure writers have what is needed to provide a quality product

  • Proactively monitors assigned proposals and works with team to stay abreast of any slippages; develops a risk management plan as needed.

  • Works with the assigned writer(s) and SMEs to identify solutions that are needed; schedules and facilitates discussions as needed.

  • Proactively monitors the proposal development process, including draft development, and ensures the team is meeting established timelines.

  • Schedules and runs kick-off meetings for assigned proposals.

  • Manages virtual proposal teams and input from various stakeholders, including Sales, marketing, underwriting, operations, clinical and legal.

  • Identifies proposal needs and assigns individual responsibilities.

  • Crosswalks proposal requirements to the questions and performance guarantees to ensure we are providing a compliant response.

  • Coordinates with the internal Production team to produce the final deliverable(s) to provide to the prospective client

  • Prepares for proposal quality reviews and quality assurance procedures; responsible for delivering compliant, professionally produced proposals within customer defined time frames.

  • Finalizes the proposal in the automated software tool and shared network folders following department guidelines.

  • Coordinates color team reviews ensuring that review and recovery timelines are met.

  • Communicates changes in proposal scope to key stakeholders throughout the proposal development timeline.

  • Upon notification of finalist or award, culls information from submission that is needed for teams; facilitates an internal discussion with key stakeholders as appropriate.

  • Provides status updates to Senior Director daily.

  • Schedules debrief meetings after proposal submission with internal team to identify areas of improvement.

Responsibilities

  • APMP Foundation Level certification or higher.

  • 5 – 7 years of proposal development or management experience in a health care organization or PBM.

  • Previous experience in managing and writing proposals for a health care organization or PBM.

  • Ability to manage complex proposals.

  • Strong PBM/healthcare business knowledge.

  • Strong impact and influence skills.

  • Ability to develop and maintain multiple project plans.

  • Strong time management/prioritization skills.

  • Ability to navigate a matrixed organization.

  • Attention to detail.

  • Facilitation and interpersonal skills with the ability to manage cross-functional teams.

  • Strong working knowledge of Microsoft Office Suite.

  • Proven ability to plan, organize, schedule, direct, control, and monitor project activities.

  • Strong verbal and written communicator.

Potential pay for this position ranges from $80,920.00 - $129,480.00 based on experience and skills. Pay range may vary by 8% depending on applicant location.
